<br />Amendment to the Classification Plan
<br />Mayor Huntoon declared the Public Hearing open, and City Manager Huffaker submitted the Affidavit of Posting,
<br />stating that no protests or objections had been received.
<br />City Manager Huffaker referred to his memorandum dated October 28, 1975, regarding revisions to the Classifi-
<br />cation Plan of the City's Personnel System Rules and Regulations, concerning the Police and Fire Departments.
<br />Mr. Huffaker reviewed the recommended changes for the classifications of Police Officer and Fireman with re-
<br />gard to Example of Duties, age requirements, and a title change from Fireman to Firefighter.
<br />After discussion among Council members and Staff, moved by Councilman Hayes, seconded by Councilman Rehrer, to
<br />approve Amendment to Classification Plan of the Personnel System Rules and Regulations as outlined by Staff.
<br />Motion carried with Councilwoman Spragins voting NO.

<br />Committee Member Appointments
<br />City Manager Huffaker referred to a letter dated October 8, 1975, from Owen J. Cook, Executive Secretary of the
<br />Board of Education of the Colton Joint Unified School District, requesting that the City Council appoint two
<br />Council members to serve on a Joint Committee, along with two members of the School Board, for the purpose of
<br />studying the joint use of school facilities for the community use as well as recreational facilities.
<br />Councilmen Gonzales, Hayes, and Rehrer felt this would be a duplication of committees, that the City should
<br />utilize the committee already established and work together with the Recreation Director and the Chairman of
<br />the Recreation and Parks Commission in the formulation of future projects for the community.
<br />Dr. Cook asked that the City Council seriously consider the request of the School Board, and work together with
<br />them for the benefit of the community as a whole.
<br />Additional discussion followed. Moved by Councilman Gonzales, seconded by Councilman Hayes, to postpone any
<br />decision at the present time on this matter, and to consider the appointments as requested by the School Board
<br />at the first Council meeting in January, 1976. Upon request for a Roll Call, the vote was:

<br />Resignation
<br />City Manager Huffaker read a letter from Sara Ceizler, dated October 21, 1975, advising of her resignation from
<br />the Colton Library Board, due to her moving out of the City of Colton.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, Council accepted the resignation of Sara Ceizler from
<br />the Colton Library Board, and recommended that a letter of commendation be sent to Mrs. Ceizler for her years of
<br />service. Vote was unanimous.

<br />Planning Commission Resolution No. 785
<br />City Manager Huffaker stated Planning Commission Resolution No. 785 concerns a Variance application, requested
<br />by Mr. & Mrs. John Amador; to reduce the existing 25 foot front yard setback to 17 feet on property located at
<br />420 East F Street.
<br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to approve Planning Commission Resolution No.
<br />785. Vote was unanimous.
<br />CITY MANAGER REPORTS AND RECOMMENDATIONS:
<br />Agreements
<br />Police Department - Teletype Service
<br />City Manager Huffaker read his memorandum dated October 28, 1975, regarding authorization to sign a contract,
<br />between the City of Colton and the County of San Bernardino, to provide teletype service for the Colton Police
<br />Department. Mr. Huffaker stated the funds, as mentioned in the contract, are currently a budget item for this
<br />fiscal year.
<br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, authorizing the Mayor to sign the contract between
<br />the City of Colton and the County of San Bernardino to provide teletype service for the Colton Police Depart-
<br />ment. Vote was unanimous.
<br />Cemetery
<br />Bad Debt Accounts
<br />City Manager Huffaker reported from his memorandum dated October 28, 1975, regarding an authorization to write
<br />off bad debt accounts in the Cemetery Funds for burial plots that were contracted but never paid in full prior
<br />to the burials. Mr. Huffaker advised the uncollectible amount is $1,595.
<br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, Council authorized the Finance Department to write
<br />off bad debt accounts in the Cemetery Funds in the amount of $1,595. Vote was unanimous.

<br />City Manager Huffaker stated this item was discussed at the last regular Council meeting, regarding a transfer
<br />OCT 2 c 1975
