342 <br />Mr. Carlton A. Post, President of Colton Country Fair, Inc., stated he fails to see how the sale of beer at the <br />swap meet will create hazards or problems, inasmuch as swap meets are usually family and children -attended affairs. <br />Mr. Post requested that the City Council give his application every consideration. <br />After additional discussion among Council members, moved by Councilman Gonzales, seconded by Councilman Hayes, <br />to uphold Planning Commission Resolution No. 810, and deny request of Mr. Carlton Post. Vote was unanimous. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Retirement <br />Personnel/Safety Member <br />City Manager Huffaker advised that the report on the retirement of a safety employee, and consideration of <br />Resolution No. 3620, will be discussed later this evening during Executive Session. <br />Administrative Policy <br />Administrative Leave <br />Mr. Huffaker reported from his memorandum regarding an administrative policy setting forth procedures relating <br />to administrative leave for certain management positions that do not receive compensation for overtime. <br />Mr. Huffaker concluded it is recommended that the Administrative Policy, as outlined, be adopted. <br />Councilman Hayes moved that the Administrative Policy regarding administrative leave for certain management <br />positions be approved as outlined by Staff. <br />Motion died for lack of a second. <br />Councilman Rehrer felt that the list of management positions was too broad, and that this matter should be <br />studied further. <br />Mayor Beltran stated that he agreed, and suggested that this matter be held over until the next regular Council <br />meeting. Mayor Beltran further suggested that each Council member check over the list of management positions <br />and make their recommendations. <br />Finance <br />Taxes/Fiscal Year 1976-77 <br />Mr. Huffaker referred to hi's memorandum regarding the setting of property tax rates for the fiscal year 1976- <br />77, and the proposed Resolutions prescribing tax rates, fixing the amount necessary to be raised by taxation <br />and providing for the levy and collection of taxes for the City of Colton. <br />Mr. Huffaker advised the City's basic property tax rate has been reduced almost $.11¢, from $1.72 to $1.6126, <br />due to the retirement of the 1956 Underpass Bonds Series I. however, the rate for annexations remains at <br />$1.5735. <br />Mr. Huffaker said that Staff recommends approval of the two tax rate Resolutions, which will be forwarded to <br />the County Auditor to comply with the September 1, 1976 deadline. <br />Mr. Huffaker concluded that the City Council, Department Heads and Employees should be commended on their <br />efforts and success in reducing the property tax rates in the City of Colton by approximately $.21� per $100. <br />of assessed valuation over the past two years. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve Resolution No. 3631. Vote was <br />unanimous. <br />RESOLUTION NO. 3631 <br />- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON FIXING <br />THE AMOUNT NECESSARY TO BE RAISED BY TAXATION TO CARRY ON THE <br />VARIOUS DEPARTMENTS OF THE CITY OF COLTON FOR THE CURRENT YEAR <br />OF 1976-77. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No. 3632. Vote was unanimous. <br />RESOLUTION NO. 3632 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, FIXING <br />THE 1976-77 TAX RATE FOR THE CITY OF COLTON. <br />Fire Department <br />Mr. Huffaker advised that on August 9, 1976, Staff received and opened one bid on a 1250 G.P.M. Triple Combination <br />Pumping Engine for the Fire Department. <br />Mr. Huffaker said the bid was from American La France in the amount of $72,672.00, plus sales tax of $4,360.30, <br />for a total price of $77,032.30. <br />Mr. Huffaker concluded that Staff recommends the bid be awarded to American La France in the amount of $77,032.30. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to award bid to American La France in the amount <br />of $77,032.30 for the 1250 G.P.M. Triple Combination Pumping Engine for the Fire Department. Vote was unanimous. <br />Weed Abatement <br />Appeals on Assessments <br />Mr. Huffaker reported on the appeals regarding Notice of Assessment for Weed Abatement filed by a Mr. Philip <br />Dahlstrom and a Mr. Frank M. Guzik, Jr., and discussed at a previous Council meeting. <br />Mr. Huffaker read two reports on the individual properties involved from Firefighter, Norman E. Wiebke, who <br />was the field inspector during this year's weed abatement program. Mr. Huffaker also submitted photographs <br />taken of these two properties before and after the work was accomplished by the City crews. <br />Mr. Huffaker also reminded the Council members that the public hearing on the costs involved in the weed <br />abatement program this year has already been held, and the thirty day time limit for protesting costs has <br />already elapsed. <br />Mayor Beltran asked if Mr. Philip Dahlstrom or Mr. Ray Dahlstrom were in the audience. <br />AUG <br />
