<br />Agreements
<br />County of San Bernardino
<br />Mr. Huffaker referred to a memorandum from Police Chief Elliott regarding a proposed agreement with the County of
<br />San Bernardino for use of the Sheriff's Pistol Range by the Colton Police Department.
<br />Mr. Huffaker explained the cost involved for the City will be $105. per year, which is payable on July 1 of each
<br />fiscal year, and covers thirty-five men to participate in shooting twelve times per contractual year at approximate
<br />monthly intervals, or $3.00 per man per year. Previously, Colton was using the range operated by the City of San
<br />Bernardino at a cost of $5.00 per person.
<br />Mr. Huffaker concluded that Staff recommends the Mayor be authorized to sign the agreement with the County of San
<br />Bernardino.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, authorizing the Mayor to execute Agreement with the
<br />County of San Bernardino for use of Sheriff's Pistol Range by the Colton Police Department. Vote was unanimous.
<br />Business License/Liability Insurance
<br />Trampoline Operators
<br />Mr. Huffaker advised that an ordinance has been prepared for Council's consideration which reassigns the responsibility
<br />for the filing of liability insurance policies for trampoline operators, along with their respective business
<br />licenses, from the City Manager's Office to the Department of Finance.
<br />Mr. Huffaker said that Staff recommends first reading of Ordinance No. 1500 be approved.

<br />ORDINANCE NO. 1500 - AN ORDINANCE OF THE CITY OF COLTON AMENDING THE MUNICIPAL CODE WITH
<br />First Reading RESPECT TO LIABILITY INSURANCE -ADMINISTRATIVE PROCEDURES REGULATING
<br />OPERATION OF AN AMUSEMENT DEVISE COMMONLY KNOWN AS A TRAMPOLINE.
<br />Housing & Community Development Act
<br />Second Year Grant
<br />Mr. Huffaker reported that a letter dated August 4, 1976, has been received from the Deputy Area Director of the
<br />Department of Housing and Urban Development advising the City of Colton's Block Grant Application for Title I
<br />funding in the amount of $273,000, has been approved for the program year beginning July 30, 1976 and ending July
<br />29, 1977. Also enclosed was a copy of the Grant Agreement of the Community Development Block Grant Program, and
<br />Acceptance Provisions form of Grantee which requires the Mayor's signature.
<br />Mr. Huffaker said Staff recommends the Mayor be authorized to sign Acceptance form, which will be forwarded to HUD.
<br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, authorizing Mayor to execute Acceptance Provisions
<br />form for Title I funding in the amount of $273,000, approval of Block Grant Application for City of Colton. Vote
<br />was unanimous.
<br />Personnel
<br />Police Officers
<br />Mr. Huffaker requested that a public hearing date be scheduled for Tuesday, September 7, 1976, to amend the City's
<br />Personnel Rules and Regulations, Resolution No. 2240, to provide lateral entries for Police Officers.

<br />Audit
<br />Mr. Huffaker reported that letters have been sent out to prospective auditing firms with regard to the City's
<br />annual audit of finances and expenditures. Mr. Huffaker said that another report will be made to the City Council
<br />upon response from these firms that have been notified.
<br />CITY ATTORNEY'S REPORTS AND RFCnMMFNDATTnNS-
<br />Ordinance No. 1499
<br />City Attorney Edwards introduced Ordinance No. 1499 for first reading, stating that this ordinance relates to
<br />allowing Bingo games in the City of Colton for benefit of charitable organizations.
<br />Mr. Edwards reported that the ordinance has now been revised, from that which was originally submitted at a previous
<br />Council meeting, for Council's consideration and approval of first reading.
<br />Mr. Edwards advised there are several members from local organizations present in the audience this evening, who
<br />may wish to add their comments on the proposed ordinance.
<br />Mr. John Larimer, Post Adjutant of VFW Post No. 6476, stated this ordinance has been discussed with members of the
<br />Post and they are in agreement with the way it now reads. Mr. Larimer asked what the license fee is going to be.
<br />Mr. Huffaker advised that the license fee will be established by Resolution, however, the resolution has not as yet
<br />been prepared, and no fee as yet established.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve first reading of Ordinance No. 1499.
