34s <br />Personnel Officer Huffaker submitted the Affidavit of Posting and reported that no written protests or objections <br />had been received. <br />Mr. Huffaker referred to his memorandum outlining the reasoning behind the proposal to provide lateral entry for <br />Police Officers as an alternative to the selection process. <br />Mr, Huffaker explained that intention of the proposal shall apply only to the class of Police Officer and in review- <br />ing this with representatives of the Colton Police Association minor language changes have been agreed to in the <br />resolution of implementation. Mr. Huffaker called Council's attention to line 11 of Resolution No. 3635, saying <br />the words "vocational field" should be stricken and in their place the single word "class" inserted; also, on <br />line 17 the following words should be added to the end of the sentence "for Police Officer class only". <br />Mr. Richard M. Kreisler, Legal Counsel for the Colton Police Association, addressed the City Cuncil stating that <br />he strongly urged adoption of the revised language in Resolution No. 3635, providing for lateral entry at the <br />class level of Police Officer only. Mr. Kreisler stated if this language is adopted the Colton Police Association <br />would have no objections to the proposal <br />Mr. H. E. Robinson, 145 East G Street, Colton, spoke against the proposal saying he did not feel the position <br />standards should be lowered. <br />Councilman Rehrer stated in his opinion the lateral entry provision would serve as discrimination against local <br />persons desiring to gain entrance into the Police Department on a first time basis. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to close the public hearing. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution No. 3635 as amended. Motion <br />carried. Councilman Rehrer voting NO. <br />RESOLUTION NO. 3635 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />AMENDING RESOLUTION NO. 2240 PERSONNEL SYSTEM RULES <br />AND REGULATIONS FOR THE CITY OF COLTON. <br />Community Development Act of 1974 <br />Mayor Pro Tem Gonzales declared the public hearing open, saying this is the time and place fixed for public hearing <br />on the Housing and Community Development Act of 1974, Title I. Community Block Grant, to consider (a) Community Center <br />and Swimming Pool - Municipal Park; (b) Multi -Purpose Center - Veterans Park; (c) Amendment - Second Year Application. <br />City Clerk Ramos submitted the Affidavit of Publication. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to continue the public hearing to 7:30 p.m. on <br />Monday, September 13, 1976. Unanimous vote. <br />CORRESPONDENCE: <br />League of California Cities <br />City Manager Huffaker reported this correspondence from the League is requesting the City Council to designate <br />voting representative and alternate for the Annual League Conference to be held in San Diego October 17-20. <br />Moved by Councilman Rehrer to designated the Mayor as the voting representative and the Mayor Pro Tem as the alternate. <br />Mayor Pro Tem Gonzales thanked Councilman Rehrer for his consideration and added that the Mayor will be unable to <br />attend the entire League Conference and he himself will not be attending. Mayor Pro Tem Gonzales said he would like to <br />recommend that Councilman Rehrer be designated the voting representative and Councilman Hayes the alternate. <br />Councilman Rehrer withdrew his motion. <br />There being no Council objections, on recommendation of Mayor Pro Tem Gonzales, Councilman Rehrer and Councilman <br />Hayes were designated the voting representative and alternate respectively at the 1976 Annual League of California <br />Cities Conference. <br />Governmental Agencies <br />FAU Funds <br />City Manager Huffaker reported that Mayor Charles G. Demirjyn of the City of Redlands, is requesting the City's <br />support for continued use of FAU Funds for Right -of -Way acquisition and construction of Highway 30 (Foothill <br />Freeway) tie between Highway I-10, at Tennessee and Third Streets. Mr. Huffaker stated he would like to discuss <br />the affect of this request with the cities of Fontana and San Bernardino who have FAU Projects pending speci- <br />ficallly, the extension of Sierra and the Mill Street Overcrossing respectively. <br />On recommendation of Mr. Huffaker, the request from the City of Redlands for support regarding FAU Funds was held <br />over to the next regular meeting. <br />Chamber of Commence <br />City Manager Huffaker reported the Chamber of Commerce had a new Logo Plaque they would like to present to the City <br />Council. <br />Chamber of Commerce President Creatura made the Logo Plaque presentation to Mayor Pro Tem Gonzales and stated that <br />with this the Mayor and City Council were being made Honorary Members of the Chamber of Commerce. Mr. Creatura <br />urged that a proper display area be located for the plaque and stated that perhaps in the near future, the City <br />would follow suit in adopting the new logo. <br />Council thanked Mr. Creatura for the presentation. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Niii canrA <br />Noise - Empire Plating Company <br />Planning Director Williams advised the Council that all documentation regarding the noise complaints against Empire <br />Plating Company have been forwarded to them in their packets, as well as, the latest letter from Empire Plating <br />where they indicate their plans to construct a building which will alleviate the noise factor. Mr. Williams said <br />Empire Plating through their letter is requesting a waiver in the construction of off-site improvements. <br />Mr. Williams said Council needs to consider a specific date as to when Empire Plating is going to begin construction <br />of their building, whether Council desires to waive off-site improvements, and if a waiver is granted, for what length of <br />time. Mr. Williams continued by saying he has received recent comments from the residents of the area with regards <br />to working noise beginning at 5:45 a.m. and also on the unsightliness of the outside to the north of the building. <br />�n , .: <br />
