4U 6 <br />Community Development Program <br />Community Development Coordinator Arturo de la Cerda advised that meetings have been held with Staff members and <br />the architect on the Planned Projects for Veterans and Municipal Parks with regard to revisions and recommendations <br />for the proposed buildings. <br />Mr. Jess Perez, Architect for the Planned Projects, showed the Council Members new renderings of the revised floor <br />plans and site plans for the proposed projects to be located at Veterans Park and Municipal Park, stating that <br />these plans reflect the suggested corrections and modifications, and also meet all City code requirements. <br />Mr. Perez said he is now ready to proceed with the hardline construction drawings, and requested approval and <br />authorization from the City Council to do so. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, authorizing the architect to proceed with the <br />plans and drawings for the Planned�Projects as outlined. Vote was unanimous. - <br />Mr. Perez continued the next item for consideration and approval by the City Council is an agreement with an engineering <br />firm for the topographical work to be done at both park sites. Mr. Perez recommended the firm of Brown, Gonzales <br />and Baine, Civil Engineers. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, authorizing Mayor to sign an agreement with the firm <br />of Brown, Gonzales and Baine, Civil Engineers, for the topographical work at Veterans and Municipal Parks. Vote <br />was unanimous. <br />Mr. Perez then advised that soils investigation tests must be accomplished at both park sites, however, he would <br />suggest at this time that these tests be done at Veterans Park only, and the soil tests for Municipal Park be done <br />at a later date, after demolition of the existing structures. Mr. Perez recommended the firm of Pioneer Consultants, <br />at a fee not to exceed $700 per site. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, approving and authorizing the firm of Pioneer Consultants <br />to conduct soils investigation tests at Veterans Park, not exceeding a fee of $700. Vote was unanimous. <br />Mr. Perez stated the last item for Council's consideration and approval is the advertisement for bids for demolition <br />and site clearing work at Municipal Park, recommending the bid advertisement dates of February 17, 24, and March 3, <br />1977, with a bid opening date of March 8, 1977, at 2:00 p. m., in the Council Chambers. Mr. Perez concluded if the <br />Council agrees, the bid can be awarded at the Council Meeting of March 15, 1977. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, authorizing the advertisement for bids for demolition <br />and site clearing work at Municipal Park, as outlined by the architect. Vote was unanimous. <br />Housing Assistance Program <br />Mr. de la Cerda requested Council approval and authorization for the Mayor to sign a letter dated February 10, <br />1977, addressed to Mr. Neil Stone, of Southern California Association of Governments in Los Angeles, regarding 45 <br />family units available for new construction under the Section 8 Housing Assistance Program special allocation for <br />the SCAG region, with the request that SCAG give serious consideration to allocating these units to the City of <br />Colton for accomplishment of the City's housing assistance goals. <br />Councilman Rehrer stated that although he is not opposed to a housing assistance plan for the City, he felt a <br />family unit program of this type may create future problems in Colton. <br />After additional discussion, moved by Councilman Gonzales, seconded by Councilwoman Cisneros, authorizing Mayor to <br />sign the letter to SCAG regarding the Section 8 Housing Assistance Program, as outlined by Staff. Motion carried, <br />with Councilman Rehrer voting NO. <br />Public Hearing <br />Third Year Program <br />Mayor Beltran declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. <br />Mr. de la Cerda made a presentation on the Community Block Grant Program, Third Year Application, which includes <br />completing construction of Neighborhood Multi -Service Center, Neighborhood Community Center, and Swimming Pool, and <br />establishing a pilot Housing Rehabilitation Program. <br />Mr. de la Cerda advised that due to undetermined construction costs of the Planned Projects, the Third Year Program <br />could be subject to change and, therefore, the budget has been revised as follows: <br />Public Works (Swimming Pool) $1341,000 <br />Contingencies 245000 <br />Housing Rehabilitation Program 753000 <br />Administration 403000 <br />$273,000 <br />Mr. de la Cerda then gave a detailed report on the Community Development Plan regarding Neighborhood Preservation <br />and Social Services and Recreation, defining the community needs, establishing long-term objectives to meet those <br />needs, and specifying the short-term goals. <br />Mr. de la Cerda outlined the Housing Assistance Plan, describing the condition of housing in the community and <br />estimates of the housing assistance needs. Mr. de la Cerda further described the housing assistance activities the <br />City will be supporting through various efforts and defined the goals the City will be striving to accomplish. <br />Mr. de la Cerda stated the revised allocation figure of $75,000 for the Housing Rehabilitation Program will be <br />adequate to permit twenty 100% grants, at $3,000 each, and twenty 25% grants, at a maximum of $750 each, and the <br />monies remaining in the contingency fund could be utilized as a deposit in the bank to reduce the interest rate on <br />loans. <br />Mayor Beltran asked if anyone had questions or comments concerning this matter. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to terminate the Public Hearing. Vote was unanimous. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, approving Third Year Application for Community <br />Block Grant Program at submitted and outlined.
