4 :3 0" <br />Mr. Young stated that after recent field review, Staff would recommend deletion of the diagonal parking because of <br />the restricted sight distance at the intersection of 7th and "M" Streets, parking within the sidewalk area restricts <br />pedestrian traffic, and the backing movement into the oncoming traffic is hazardous. <br />Mr. Henry Williams, owner of a grocery store at the corner of 7th and "M" Streets, complained to the City Council <br />about the serious problem of the water, after a rain storm, that floods the area in front of his store, and often <br />times seeps into the store, flooding most of the floor area also. <br />Mr. Young advised he is aware of this problem, however, the storm drain in the immediate area is too small to <br />accommodate all of the water, especially during and after a rain storm. <br />Discussion followed among Council Members and Staff with regard to the parking and drainage problems in the area. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to refer this matter back to Staff for additional study <br />and report. Vote was unanimous„ <br />Streets <br />Orange Show Road Alignment <br />Mr. Young made a subsequent report on the proposed Orange Show Road alignment, reviewing in detail his memorandum <br />dated May 20, 1977, with the Council Members. <br />Councilman Rehrer stated he was still opposed to the "T" type of intersection, and felt the curve alignment would <br />be more beneficial instead. <br />Councilman Hayes felt the curve -type of alignment would be more costly and create more problems for the City with <br />the property owners In the immediate area. <br />Mr. Bill Windsor, owner of a business at 1640 East Fairway Drive, spoke in favor of the alignment, stating it would <br />be an asset to the City of Colton, and future businesses along Fairway Drive. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, instructing Staff to proceed with necessary arrangements <br />for alignment of Orange Show Road, utilizing the "T" -type of intersection. Unanimous vote. <br />Governmental Agencies <br />Mr. Young read his memorandum dated May 20, 1977, requesting approval from the City Council in designating the <br />County Department of Environmental Health Services as the Solid Waste Enforcement Agency for the City, in compliance <br />with the provisions of Section 66796 of the Solid Waste Control Act of 1976 (AB 2439). <br />Councilman Rehrer was concerned with the financial responsibility for implementation of the program. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution No. 3692. Vote was unanimous. <br />RESOLUTION NO. 3692 <br />- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON DESIGNATING <br />THE COUNTY DEPARTMENT OF ENVIRONMENTAL HEALTH SERVICES AS THE <br />SOLID WASTE ENFORCEMENT AGENCY. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Claim <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to deny Claim of Sandra A. Mason versus the City of <br />Colton, as recommended by the insurance administrator. Vote was unanimous. <br />Personnel <br />Retirement <br />Acting City Manager Johnsen stated that Item Nos. 20 and 21, regarding the disability retirement of Safety Members, <br />will be discussed later in Executive Session. <br />PPrCnnnP1 <br />Mr. Johnsen requested approval from the City Council to set a public hearing for Tuesday, June 7, 1977, for reclassification <br />and changes in the job descriptions of Building Maintenance Supervisor and Collections Supervisor. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to set a public hearing on Tuesday, June 7, 1977, for <br />consideration of change in job descriptions. Vote was unanimous. <br />Personnel <br />Salaries <br />Mr. Johnsen requested City Council approval of Resolution No. 3691, to increase the hourly rate for the part-time <br />position of Community Center Aide from $2.20 per hour to $3.00 per hour, which is funded under the CETA Program. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve RESOLUTION NO. 3691. Vote was unanimous. <br />Legislation <br />AB 450 <br />Mr. Johnsen read a memorandum regarding current legislation, AB 450, concerning rent stabilization for mobile home <br />owners, advising the Council Members they might consider the following alternatives: <br />1. Endorse AB 450 and notify the Assembly and the San Bernardino County Board of <br />Supervisors. <br />2. Do not endorse AB 450 as the Mayor and City Council, but consider endorsing <br />this legislation as individuals. <br />3. Refer the request for endorsement to the San Bernardino County Board of Supervisors <br />as is being done in Riverside. <br />Councilman Rehrer felt that this particular form of legislation should be handled on an individual basis, inasmuch <br />as it concerns more specifically private enterprise rather than public service. <br />MAY'241977" <br />
