10 2Resident Advisory Committee of the San Bernardino County Housing Authority to <br />hold dances on three consecutive Sundays, July 23, July 30, and August 6, 1978, <br />from 7:00 to 9:00 p. m., in the Community Hall located at 772 Pine Street, Colton, <br />for persons within the age group of 7 to 17 years. Mr. Calabrese advised the <br />Chief of Police has approved the application. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Dance Permit <br />application requested by the Resident Advisory Committee of the San Bernardino <br />County Housing Authority, as outlined by Staff. Unanimous vote. <br />Charitable Organizations <br />Mr. Calabrese read a letter dated July 20, 1978, from Lily. Reynosa, Treasurer of <br />the San Salvador Teen Club, requesting permission to hold an aluminum can drive <br />on Saturday, July 22, 1978, to raise money for a field trip. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, approving request <br />of San Salvador Teen Club to conduct aluminum can drive on Saturday, July 22, <br />1978. Vote was unanimous. <br />PArcnnnol <br />Finance Director <br />Mr. Calabrese introduced Mr. Eugene A. Helsley to the Council Members, recommending <br />appointment as Director of Finance. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, ratifying appointment of <br />Mr. Eugene A. Helsley to the position of Director of Finance for the City of Colton. <br />Unanimous vote. <br />Payments/Purchases <br />City Manager Calabrese requested Council's direction and approval regarding payment <br />of bills and items for purchase concerning various supplies for continued opera- <br />tions of departments in the City. <br />On Council consensus, this matter was deferred to the conclusion of the Budget <br />Session this evening. <br />Personnel <br />Police Dept. <br />Mr. Calabrese advised there is a vacancy in the Police Department, for the posi- <br />tion of Police Officer, which was created prior to the City Council initiating <br />the hiring freeze, and in order to maintain proper control and police protection, <br />Staff would recommend filling the vacancy. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving and authorizing <br />the hiring of one Police Officer to fill the existing vacancy. Unanimous vote. <br />BUDGET REVIEW <br />City Manager - 1201 <br />Councilwoman Cisneros asked what cuts have been made in the City Manager's Budget. <br />City Manager Calabrese reviewed the proposed budget for his department, outlining <br />the deletions made in the various accounts. <br />Councilwoman Cisneros recommended cutting $1,000. from Account No. 1201-21, Vehicle <br />Operating Expense. <br />Mayor Gonzales stressed it is the responsibility of the City Council to save <br />money for the City, whenever and wherever possible; the City Manager makes <br />recommendations to the City Council for their final approval and action. <br />Councilwoman Cisneros asked if the position of Assistant to the City Manager was <br />reflected in the budget. <br />Mr. Calabrese answered yes, it is. <br />Councilwoman Cisneros recommended that the salary and position of Assistant to <br />the City Manager be deleted from the budget. <br />J U L 2 0 1978 <br />
