127 <br />Councilman Rehrer stated that he will make a recommendation for appointment to <br />the Recreation and Parks Commission at the next regular Council Meeting, Septem- <br />ber 5, 1978. <br />PUBLIC HEARINGS: <br />Zoning <br />P. C. Res. No. 885 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no <br />protests or objections had been received. <br />Planning Director Gonzales reported from his memorandum dated August 9, 1978, ad- <br />vising the zone change application, requested by Francis Torino, concerns chang- <br />ing the zone from R -3-X, multiple -family residential with special conditions, to <br />R-1, low-density, single-family residential, on approximately 10.21 acres of land <br />located north of Washington Street, west of Poole Raod, and south of Reche Canyon <br />Flood Control Channel, to be developed with 42 single-family homes, which will be <br />a continuation of the recently completed 76 -unit Country Village development lo- <br />cated directly east of the proposed zone change property. <br />(Y� Mr. Gonzales continued the proposed zone change is compatible with the surrounding <br />uses and consistent with the recommendations and conditions established by the <br />Q Planning Commission with the approval of Tentative Tract No. 9765, which stipulated <br />in the Conditions that the applicant initiate a change of zone to R-1. <br />Q <br />Q Mr. Gonzales concluded the Planning Commission, at a public hearing held July 25, <br />1978, recommended approval of the change of zone from R -3-X to R-1, as outlined in <br />Planning Commission Resolution No. 885. <br />Mr. Dick Huddleson, representing Total Concepts, Inc., developers for the proposed <br />project, requested the City Council defer action on the zone change request this, <br />evening and refer this matter back to the Planning Commission, as the developers <br />have determined it is not financially viable to proceed with this project under an <br />R-1 zone, due to changes within the development and the property involved. <br />Mayor Gonzales asked if others desired to speak on this matter. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to terminate the Public <br />Hearing. Vote was unanimous. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to refer Planning <br />Commission Resolution No. 885, Zone Change Application, Index No. A-8-78, back <br />to the Planning Commission. Unanimous vote. <br />Ordinance No. 1539 <br />Rent Stabilization <br />Mayor Gonzales read a memorandum from the City Clerk, advising that the matter of <br />setting Ordinance No. 1539 for public hearing had inadvertently been overlooked <br />for placement on the Council Agenda for consideration this evening; therefore, if <br />the Council wished to proceed with this item, it was recommended that Ordinance No. <br />1539 be set for hearing on September 5, 1978. <br />Moved by Mayor Gonzales, seconded by Councilwoman Cisneros, to set for public hear- <br />ing on Tuesday, September 5, 1978, Ordinance No. 1539. Upon Roll Call, the Vote <br />was: <br />AYES: Two; Gonzales, Cisneros <br />NOES: Two; Hayes, Rehrer <br />ABSENT: None <br />Motion did not carry. <br />CORRESPONDENCE: <br />Weed Abatement Charges <br />Community Services Director Earl Young reported from his memorandum dated <br />August 10, 1978, and correspondence received from Mr. Arthur M. Wetton, re- <br />garding weed abatement charges in the amount of $256:50, which Mr. Wetton <br />felt were excessive.and was requesting the City Council either lower or re- <br />move these charges. <br />AUSv 1978 <br />
