Young advised that notices advising of the abatement and the public hear- <br />ing were sent to Mr. Wetton at the address shown on the latest County Assessor's <br />records, and cards confirming the costs for weed abatement were mailed to that <br />address, indicating that August 4, 1978, was the final day for payment. <br />Mr. Young outlined the charges of man-hours and truck -hours involved for the <br />work completed by the contractor, costing $213.75, plus 20 percent City charge, <br />for a final total of $256.50. <br />Mr. Young stated the list of unpaid assessments has been prepared and forwarded <br />to the County for placing on the tax rolls. <br />Fire Chief Al Teague submitted photographs of the subject property for Council's <br />review, stating that the charges for the work completed were accurate. <br />After. discussion, Mayor Gonzales stated that he would send a letter to Mr. Wetton, <br />confirming Staff's report and advising that the weed abatement charge could not <br />be waived. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Conditional Use Permit <br />P. C. Res. No. 887 <br />Planning Director Gonzales reported on a Conditional Use Permit application, re- <br />quested by Nicholas Cou,ssoulis, to construct a 567 -space mobile home park, includ- <br />ing a recreational building, swimming pool, recreational vehicle storage, tennis <br />courts, and landscaping, on approximately 74 acres of land located north of San <br />Bernardino Avenue, east of Sycamore Avenue and west of Eucalyptus Avenue, in an <br />R-3 zone, multiple -family residential, which is in conformance with the regulations <br />as set forth, under the multiple -family residential zone designation, in the City's <br />Zoning Ordinance. <br />Mr. Gonzales advised that the Planning Commission held a public hearing on this <br />matter August 8, 1978, and after study and research of the application, recommend <br />approval of the Conditional Use Permit, subject to 16 conditions, as outlined in <br />Planning Commission Resolution No. 887. <br />Councilman Hayes stated he has also studied this matter, and information was pro- <br />vided to him, which he will turn over to Staff and the developer, for an airport <br />land use. Councilman Hayes recommended postponement of this matter for three <br />weeks. <br />Mr. Joseph Bonadiman, 1265 Kendall Drive, San Bernardino, representing the appli- <br />cant, stated he is available to answer any questions the Council Members may have <br />on the proposed development, and requested that the City Council give serious con- <br />sideration to the project this evening. <br />Mr. Thomas Lee, resident of the Lake Cadena Mobile Home Park, stated he would like <br />to know if the proposed mobile home park will allow children, and be developed as <br />a family -type park,,or will it be strictly for adults. Mr. Lee said he would like <br />to hear this statement made publicly. <br />Mr. Bonadiman said he does not have a yes or no answer at this point, this would <br />be based upon demand, and, although an adult -type park is preferred, the develop- <br />ment could include a children, or family, section. <br />After discussion, moved by Councilman Hayes, seconded by Councilman Rehrer, to <br />postpone this matter until the next regular Council Meeting, September 5, 1978. <br />Upon Roll Call, the Vote was: <br />AYES: Two; Hayes, Rehrer <br />NOES: Two; Gonzales, Cisneros <br />ABSENT: None <br />Motion did not carry. <br />After additional discussion, moved by Councilman Rehrer, seconded by Councilman <br />Hayes, to deny Planning Commission Resolution No. 887. <br />Before the voting, Mr. Bonadiman stated the applicant would be in favor of a post- <br />ponement, rather than denying the application altogether. <br />Mayor Gonzales stated at this point, it would seem more advantageous for all con- <br />cerned to refer this matter back to Staff. <br />AUG 15 1978 <br />
