PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
Conditional Use Permit
P. C. Res. No. 887
Planning Director Gonzales reported on a Conditional Use Permit application, re-
quested by Nicholas Cou,ssoulis, to construct a 567 -space mobile home park, includ-
ing a recreational building, swimming pool, recreational vehicle storage, tennis
courts, and landscaping, on approximately 74 acres of land located north of San
Bernardino Avenue, east of Sycamore Avenue and west of Eucalyptus Avenue, in an
R-3 zone, multiple -family residential, which is in conformance with the regulations
as set forth, under the multiple -family residential zone designation, in the City's
Zoning Ordinance.
Mr. Gonzales advised that the Planning Commission held a public hearing on this
matter August 8, 1978, and after study and research of the application, recommend
approval of the Conditional Use Permit, subject to 16 conditions, as outlined in
Planning Commission Resolution No. 887.
Councilman Hayes stated he has also studied this matter, and information was pro-
vided to him, which he will turn over to Staff and the developer, for an airport
land use. Councilman Hayes recommended postponement of this matter for three
weeks.
Mr. Joseph Bonadiman, 1265 Kendall Drive, San Bernardino, representing the appli-
cant, stated he is available to answer any questions the Council Members may have
on the proposed development, and requested that the City Council give serious con-
sideration to the project this evening.
Mr. Thomas Lee, resident of the Lake Cadena Mobile Home Park, stated he would like
to know if the proposed mobile home park will allow children, and be developed as
a family -type park,,or will it be strictly for adults. Mr. Lee said he would like
to hear this statement made publicly.
Mr. Bonadiman said he does not have a yes or no answer at this point, this would
be based upon demand, and, although an adult -type park is preferred, the develop-
ment could include a children, or family, section.
After discussion, moved by Councilman Hayes, seconded by Councilman Rehrer, to
postpone this matter until the next regular Council Meeting, September 5, 1978.
Upon Roll Call, the Vote was:
AYES: Two; Hayes, Rehrer
NOES: Two; Gonzales, Cisneros
ABSENT: None
Motion did not carry.
After additional discussion, moved by Councilman Rehrer, seconded by Councilman
Hayes, to deny Planning Commission Resolution No. 887.
Before the voting, Mr. Bonadiman stated the applicant would be in favor of a post-
ponement, rather than denying the application altogether.
Mayor Gonzales stated at this point, it would seem more advantageous for all con-
cerned to refer this matter back to Staff.
