1 8 O Councilman Rehrer questioned the increase from 50¢ per passenger to 75 per passenger, <br />p g p p 9 <br />per one-way ride. <br />Mr. Calabrese stated this is off -set by decreasing the fare to 35� per person for <br />senior citizens and handicapped persons, which are the patrons using the Dial -A - <br />Ride service the most. <br />Councilman Temby stated he was also agreeable with the program and proposed agree- <br />ment, however, he would like to see Staff make an in-depth study and report on the <br />cost effectiveness of this program. <br />After additional discussion, moved by Councilman Hayes, seconded by Mayor Gonzales, <br />authorizing OMNITRANS to administer a Dial -A -Ride Program for the City of Colton, <br />and approving and authorizing Mayor to sign Agreement, with additions to proposed <br />Agreement as indicated by the Council. Motion carried, with Councilman Rehrer <br />voting NO. <br />Authority for Expenditure <br />Mr. Calabrese stated that Fire Chief Al Teague has advised the Firefighter Breath- <br />ing Apparatus must comply with new CAL -OSHA requirements, Title 8, Division of <br />Industrial Safety, General Industry Safety.Orders, Article 10.1, Section 3409, <br />effective March 31, 1979. <br />Mr. Calabrese reported the cost to conform with these new requirements will be <br />$6,423, and since this is not a budgeted item, Council approval and authorization <br />for this expenditure is required. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, approving and authoriz- <br />ing expenditure of $6,423 for Firefighter breathing apparatus. Unanimous vote. <br />Bids <br />Moved by Mayor Gonzales, seconded by Councilman Hayes, awarding bid for 25,000 feet <br />of 750 MCM, 15 KV power cable to Consolidated Electrical Distributors in the amount <br />of $50,986. Vote was unanimous. <br />Bids <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving and authorizing <br />Staff to readvertise for bids on four 250 KVA Transformers. Unanimous vote.. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance <br />Zoning <br />City Attorney Edwards introduced Ordinance No. 1554 for First Reading, explaining <br />that this ordinance amends the City's Zoning Ordinance with regard to off-street <br />parking requirements and is recommended for approval by the Planning Commission. <br />ORDINANCE NO. 1554 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />First Reading THE ZONING ORDINANCE NO. 9645 AS AMENDED, AND SECTION 18.34 OF <br />THE COLTON MUNICIPAL CODE WITH REGARD TO OFF-STREET PARKING RE- <br />QUIREMENTS. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to waive further reading <br />of Ordinance No. 1554. Unanimous vote. <br />Ordinance <br />Sales Regulations <br />City Attorney Edwards introduced Ordinance No. 1555 for First Reading, advising <br />that this item concerns the regulating of the sale of aerosol spray paint cans <br />to minors, and is being continued from a previous Council meeting. <br />ORDINANCE NO. 1555 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON ADDING <br />First Reading CHAPTER 5.46 TO TITLE 5 OF THE COLTON MUNICIPAL CODE PROVIDING <br />FOR THE REGULATION OF THE SALE OF AEROSOL SPRAY PAINT CANS TO <br />MINORS. <br />Moved by Councilwoman Cisneros, seconded by Councilman Temby, to waive further read- <br />ing of Ordinance No. 1555.
