Moved by Councilwoman Cisneros, seconded by Councilman Hayes, authorizing <br />Staff to advertise for bids on the Valley Boulevard Interceptor Sewer Pro- <br />ject as outlined. Vote was unanimous. <br />City Properties <br />Justice Court Parking <br />Mr. Young read his memorandum dated February 16, 1978, regarding City <br />property located at the southeast corner of Ninth and "D" Streets, desig- <br />nated as a future Library site, and negotiations between City Staff and <br />the County to utilize this site for additional parking area in connection <br />with the Colton Justice Court expansion. <br />Mr. Young advised the County has indicated their willingness to provide the <br />grading and paving on this site, and the City would provide the necessary <br />wheel stops, at a cost of approximately $100, and the necessary striping <br />for the parking stalls. <br />Mr. Young further advised that removal of two palm trees located along <br />Ninth Street would create approximately 5 additional parking spaces, making <br />a total of 25 spaces. <br />Mr. Young concluded if the Council <br />two palm trees, to be•accomplished <br />be graded and paved by the County. <br />Members concur with the removal of the <br />by City crews, the additional area would <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, approving <br />use of City property located at the southeast corner of Ninth and "D" Streets <br />by the County as additional parking area for the Colton Justice Court, with <br />City crews to accomplish removal of 2 palm trees, necessary wheel stops and <br />striping for parking stalls, and the County to provide the grading and the <br />paving of the site. Vote was unanimous. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Fees/Services <br />City Manager Calabrese reviewed his memorandum requesting an increase in <br />use charges and fees for City services and/or materials, in particular <br />within the Police Department and the Planning Department. <br />Mr. Calabrese advised the present fee for fingerprinting, processed by <br />the Police Department, is $5.00, and it is requested this charge be in- <br />creased to $10.00 to recover costs lost in the past and to defray future <br />increases in costs. <br />Mr. Calabrese further advised that the Planning Department has conducted <br />a survey of surrounding cities on service fees collected by Planning De- <br />partments, outlining the various services conducted by our Planning Depart- <br />ment, the existing fees and the proposed fees. <br />Mr. Calabrese concluded if the Council Members are in agreement with these <br />requests as presented, Staff will prepare the appropriate documents imple- <br />menting the increase in fees as outlined. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving an <br />increase in fees for fingerprinting from $5.00 to $1.0.00. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, approving an <br />increase in fees for schedule of services conducted by the Planning Depart- <br />ment as outlined by Staff. Vote -was unanimous. <br />Special Assessments <br />Mr. Calabrese reported on a letter dated February 9, 1978, from F. Mackenzie <br />Brown, and two resolutions for Council's consideration and approval, regard- <br />ing the formation of a special assessment district by consolidating proceed- <br />ings and improvements relating to Assessment District No. 77-1 (Cooley Drive, <br />Phase II), for the formation of a special assessment district to be known <br />and designated as Assessment District No. 78-1. <br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve <br />Resolution No. 3774.
