26 RESOLUTION NO. 3774 - RESOLUTION OF THE CITY COUNCIL CONSOLIDATING PROCEED- <br />INGS FOR FORMATION OF A SPECIAL ASSESSMENT DISTRICT. <br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve <br />Resolution No. 3775. Vote was unanimous. <br />RESOLUTION NO. 3775 - RESOLUTION OF THE CITY COUNCIL ADOPTING A MAP SHOW- <br />ING THE GENERAL NATURE, LOCATION AND EXTENT OF THE <br />CONSTRUCTION OF CERTAIN PUBLIC WORKS OF IMPROVEMENT <br />AND SHOWING THE PROPOSED BOUNDARIES OF THE ASSESSMENT <br />DISTRICT TO BE ASSESSED FOR CERTAIN COSTS AND EXPENSES <br />OF SAID IMPROVEMENT. <br />Tnsurance <br />Mr. Calabrese referred to his memorandum regarding selection of financing <br />for unemployment insurance required for all City employees, with the excep- <br />tion of those serving in an elective, judicial, or legislative capacity and <br />those who hold major, non -tenured policy making positions. <br />Mr. Calabrese outlined four options for financing unemployment insurance <br />liability, -advising that the City must notify the State by February 28, <br />1978, as to which option they choose and, after reviewing the four options <br />available, Staff feels the financing method that would be the most advan- <br />tageous to the City is the Local Public Entity Employees Fund option. <br />Mr. Calabrese concluded it is, therefore, recommended the City Manager be <br />authorized to register the City of Colton with the State of California De- <br />partment of Benefits Payments as a participant in the Local Public Entity <br />Employees Fund for the purposes of financing unemployment insurance bene- <br />fits. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, authorizing <br />the City Manager to register the City of Colton with the State as a parti- <br />cipant in the Local Public Entity Employees Fund for the purposes of financ- <br />ing unemployment insurance benefits. Unanimous vote. <br />Governmental Agencies <br />SB -325 Funds <br />Mr. Calabrese presented Resolution No. 3776 to the City Council for con- <br />sideration and approval, which concerns authorizing SCAG to allocate a <br />percentage of the City's SB -325 funds for the fiscal year 1977-78 to <br />OMNITRANS for improvements to busses, which will include the installation <br />of equipment to aid handicapped and disabled in utilizing bus services. <br />Mr. Calabrese advised the City's share has been determined to be $453. <br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve <br />Resolution No. 3776. Vote was unanimous. <br />RESOLUTION -NO. 3776 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />COUNTY OF SAN BERNARDIN05 STATE OF CALIFORNIA, AUTHOR- <br />IZING THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERN- <br />MENTS (SCAG) TO ALLOCATE SB -325 FUNDS TO OMNITRANS FOR <br />ADDITIONAL ACCESSIBLE TRANSIT SERVICE. <br />Legislation <br />Mr. Calabrese reported from his -memorandum, and a memorandum dated February 6, <br />1978, from Police Chief Elliott, regarding the proposed Equal Employment Op- <br />portunity Standard, which is due to be reviewed by the California Council on <br />Criminal Justice on March 10, 1978. <br />Mr. Calabrese advised that Police Chief Elliott opposes this policy standard <br />as proposed, as he feels it would have a damaging effect upon our Police De- <br />partment and, i s unrealistic. <br />Mr. Calabrese concluded it is therefore recommended the City Council <br />authorize the Mayor to notify the California Council on Criminal Justice, <br />Office of Criminal Justice Planning, that the proposed Equal Employment <br />Opportunity Standard should not be adopted. <br />FZ B 21 1978 <br />
