Mayor Beltran stated that somewhere along the line, the City Council is going
<br />to have to define the "Chiefs from the Indians", and also realize that with
<br />the change in times, legislation, etc., someday the City Council will have to
<br />be faced with the possibility of Municipal employees going on strike, stronger
<br />negotiations with employee groups, and binding arbitration. Mayor Beltran
<br />said the greatest mistake the Council could make is by making all of the posi-
<br />tions Classified, and that there must be a separation between management and
<br />the rank and file employee.
<br />Councilman Gonzales stated he feels this is the very reason that the majority
<br />of employees are driven to join unions or associations, because, perhaps,
<br />management has forgotten how to treat the working individual, and the employees
<br />are not given the opportunity to express their position or represent themselves
<br />and be heard. Mr. Gonzales then spoke about the functions of the Civil Service
<br />Board in relation to employees, hearings, recommendations to the City Council,
<br />etc., staging this Board, which was appointed by the City Council, would also
<br />be limited as to their duties and responsibilities if the City is not follow-
<br />ing provisions of a Civil Service System. Mr. Gonzales concluded he fails to
<br />see the advantage for an employee to be placed in an Unclassified status.
<br />Mayor Beltran stated he does not believe in any "gray" areas, and to belabor
<br />the point any further would be rather useless.
<br />Mr. Calabrese again spoke on existing City policy and responsibilities of those
<br />Q positions classified as management personnel, advising that many of these posi-
<br />tions are now being studied to determine their appropriate classification; how-
<br />ever, the status of "Classified" or "Unclassified" in actuality, has little con-
<br />sequence and is reverting back to an old system.
<br />Mr. Kenneth Knutson, President of the Colton Chapter of the San Bernardino
<br />Public Employees Association, stated in reference to the "Unclassified"
<br />status, there is no problem, however, it is felt that many of the positions
<br />within the management unit should be classified as general employees.
<br />Mr. John Lightburn, Employee Representative of the San Bernardino Public Em-
<br />ployees Association, concurred with Mr. Knutson, stating there should be a
<br />clear distinction between management and rank and file employees, whether
<br />they be Classified or Unclassified.
<br />Mayor Beltran asked if anyone desired to make additional comments on this
<br />matter.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to terminate the
<br />Public Hearing. Unanimous vote.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve
<br />Resolution No. 3765. Motion carried, with Councilmen Gonzales and Hayes
<br />voting NO.

<br />quest of William King and Jeanette Gomez for the use of Fleming Park on
<br />Saturday, March 4, 1978, at 1:00 p. m., for a wedding. Unanimous vote.

<br />Mr. Calabrese referred to a letter dated January 17, 1978, from the City of
<br />Fontana, together with a copy of their Resolution No. 78-4, requesting sup-
<br />port of the position of the Board of Supervisors of San Bernardino County
<br />relative to the need for construction of a tunnel for Archibald Avenue as
<br />part of the expansion of Ontario International Airport.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, approving
<br />Resolution of Support, No. 3771. Unanimous vote.
