6 <br />Colton Sphere of Influence <br />Mayor Beltran referred to a letter dated January 12, 1978, from Seth Armstead, Chair- <br />man of the Grand Terrace Municipal Advisory Council, regarding Colton's proposed <br />Sphere of Influence currently under consideration by the Local Agency Formation Com- <br />mission, and the Grand Terrace incorporation issue. <br />Mr. Douglas E. Erway, 22574 Kentfield Street, Colton, representing the Grand Terrace <br />Municipal Advisory Council, read in full a letter dated January 17, 1978, requesting <br />that the Colton City Council postpone their request for the proposed Sphere of In- <br />fluence until after the people of Grand Terrace are permitted to vote on Incorpora- <br />tion. i <br />Councilman Rehrer felt that this request from Grand Terrace was belated and should <br />have come before the City Council over six months ago. <br />Councilman Gonzales stated he also felt the request this evening was untimely, and <br />said he took exception to statements made in recent newspaper articles wherein the <br />Grand Terrace Municipal Advisory Council stated the City of Colton was of a low <br />minority, highly Catholic population, and therefore the annexation of Grand Terrace <br />would not be feasible. Mr. Gonzales said that he, for one, would not agree to the <br />annexation of any area to the City of Colton if it were not agreeable or beneficial <br />to both sides. <br />Councilman Gonzales concluded he felt the City of Colton should continue in their <br />efforts with the proposed Sphere of Influence as submitted to the Local Agency <br />Formation Commission. <br />Councilman Hayes stated he was also very disturbed by the recent newspaper articles, <br />and comments made by Grand Terrace residents and the Grand Terrace Municipal Ad- <br />visory Council with regard to the City of Colton. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to proceed with the <br />hearing before the Local Agency Formation Commission on the City's Sphere of In- <br />fluence as submitted. Vote was unanimous. <br />Community Center/Municipal Park <br />Mayor Beltran advised that he, Councilman Gonzales and the City Manager had met <br />with senior citizen groups in response to their request for certain changes in <br />the Lawrence A. Hutton Community Center, which would involve the removal of a <br />permanent wall dividing two small conference rooms, and the installation of a <br />folding electrical divider in the main dining/assembly room. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to refer this item to <br />Staff for study on cost and funding and report back to the City Council. Unani- <br />mous vote. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Conditional Use Permit <br />P. C. Res. No. 855 <br />Planning Director Gonzales stated this item was presented to the City Council at <br />a previous meeting, at which time it was referred back to the Planning Commission <br />for further study. <br />Mr. Gonzales advised that the Planning Commission, at the meeting held January 10, <br />1978, again reviewed the Conditional Use Permit application, requested by the <br />Everett Investment Company, and the three main items of concern, and recommend <br />the following: <br />Maintenance of Park Strips, Condition No. 8 - no change in this condition; Density - <br />no change in the density; Setback Dimensions - add another condition, No. 17, to <br />Planning Commission Resolution No. 855, to read "The minimum setback shall be 20 <br />feet from the property line where garages fact the street, and 15 feet where side <br />entrances are provided for garages. Varying setbacks may be used as long as these <br />minimum setbacks are maintained". <br />
