Planning Director Gonzales read in full a letter dated January 3, 1978, from Eugene
<br />C. Schluter, 18016 Workman Street, Covina, California, which stated that although
<br />he wished to register his protest of the zone change, involving three acres of his
<br />property, he did not intend to oppose any position that the City Council may arrive
<br />at, leaving it up. to the Council's wisdom in this matter, and that if he should have
<br />an opportunity to sell his property with a zone change requirement, that the City
<br />Council would deal with equity as to such a change, should a firm sale be possible.
<br />Planning Director Gonzales continued that the zone change application was initiated
<br />by the Planning Commission, to change the zone from M-1, light industrial, to R-1,
<br />single-family residential, on property consisting of approximately 30 acres, located —.
<br />south of Congress Street and Agua Mansa Road, and west of South La Cadena Drive,
<br />along 5th Street. j
<br />Mr. Gonzales reviewed Staff reports and maps on the proposed zone change, stating
<br />that rezoning of this property would provide an opportunity to ultimately improve
<br />the physical and living conditions of the general area, however, he did want to point
<br />out to the City Council that the proposed zone change is in conflict with the General
<br />Plan Land Use Element, and approval of the zone change should be accompanied by an
<br />amendment action to the General Plan, which the Planning Staff is now working on.
<br />Mayor Beltran asked if anyone desired to speak on this matter.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to terminate the Public
<br />Hearing. Vote was unanimous.

<br />Mayor Beltran declared the Public Hearing open.
<br />Deputy City Clerk Veralrud submitted the Affidavit of Publication and reported that
<br />no protests or objections had been received.
<br />Planning Director Gonzales reported on the zone change application requested by
<br />Reche Canyon Mobile Estates, to change the zone from R -E, residential estates, to
<br />R-3, multiple -family residential, on approximately 3.05 acres of land located in
<br />the southeastern section of the City of Colton, bounded on the north by the City
<br />Limits, and on the southwest by the San Bernardino County Flood Control Channel.
<br />Mr. Gonzales advised that the Planning Commission held a Public Hearing on this
<br />matter, December 13, 1977, and recommended approval of the zone change from R -E,
<br />residential estates, to R -3-X, multiple -family residential with special conditions,
<br />as outlined in Planning Commission Resolution No. 858.
