<br />Speed Zone Changes
<br />Community Services Director Earl Young reported from his memorandum dated December 29,
<br />1977, and referred to a memorandum dated December 21, 1977, from Police Chief Phil
<br />Elliott, regarding recommendations concerning a speed zone survey conducted during
<br />the months of November and December by the City of Colton under the supervision of
<br />the Automobile Club of Southern California.
<br />Mr. Young stated that if the Council concurs with the reports as submitted and the
<br />recommended speed zone changes, Staff would recommend adoption of Ordinance No. 1529,
<br />an emergency ordinance, which would become effective immediately upon adoption.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to adopt Ordinance No.
<br />1529. Upon Roll Call, the Vote was:
<br />Community Services Director Earl Young presented to the City Council, for considera-
<br />tion and approval, Tract No: 9974, a 10 lot, single-family residential subdivision
<br />located on the north side of "E Street, between Second and Fourth Streets, in Colton.
<br />Mr. Young advised that the subdivision agreement, all necessary cash contributions
<br />and bonding requirements have been met by the developer, Lincoln Savings and Loan
<br />Association.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Tract No.
<br />9974. Unanimous vote.

<br />Parcel Map No. 4115
<br />Mr. Young reported on Parcel Map No. 4115, concerning a portion of property in the
<br />Cooley Ranch, located east of Mt. Vernon Avenue, north of the Reche Canyon Channel,
<br />east of the Riverside Freeway, and southerly of the Southern Pacific Railroad.
<br />Mr. Young stated that Staff is requesting the City Council accept, on behalf of the
<br />public, the rights-of-way for Cooley Drive, Cooley Lane, Streets designated as "A"
<br />and "B", and the storm drain easement.
<br />Mr. Young concluded if the Council Members concur, minute action is required author-
<br />izing the Mayor and the City Clerk to sign the City Council certificate.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, approving Parcel Map
<br />No. 4115, and authorizing Mayor and City Clerk to sign City Council certificate.

<br />Reorganization
<br />City Manager Calabrese stated the report concerning recommended reorganizational
<br />changes for delivery of public services 's being continued this evening, from a
<br />previous Council meeting, for the Counc' 's consideration and approval.
<br />Councilman Rehrer requested that this item be continued to the next regular Council
<br />meeting, as he had been absent from the previous meeting when the report was intro-
<br />duced, and he would appreciate additional time to study this matter more thoroughly.
<br />Mr. Rehrer also requested that Staff provide cost figures for the proposed reorgani-
<br />zation.
