96 CONDITIONAL USE PERMIT <br />Index No. C-8-78 <br />Planning Director Gonzales reported the applicant for this conditional use permit <br />proposes to expand and upgrade the existing electrical repair shop building located <br />at the corner of 4th and "N" Streets for the purpose of situating a church within <br />said structure. Mr. Gonzales said in terms of compatibility to surrounding use, <br />the proposed use would fit into the presently zoned residential uses, and staff <br />recommends approval. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve Planning <br />Commission Resolution No. 882. Unanimous vote. <br />ZONING <br />Index No. A-4-78 <br />Planning Director Gonzales reported this was a request for a change of zone requested <br />by Montecito Memorial Park Corporation. Mr. Gonzales said the action requested <br />tonight is to set this item for public hearing on August 1, 1978. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to set for public hearing <br />on August 1, 1978, Zone Change File Index No. A-4-78, Montecito Memorial Park <br />Corporation. Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />AGREEMENTS <br />Southern Pacific Transportation Co. <br />Community Services Director Young reported to the Council that the agreement before <br />them tonight is with Southern Pacific Transportation Co. to allow the City to <br />install a 10 -inch water line underneath the railroad tracks on Hunts Lane. Mr. <br />Young recommended adoption of Resolution No. 3836 authorizing the Mayor and City <br />Clerk to execute the agreement. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the Agreement <br />with Southern Pacific Trnsportation Co. and to adopt Resolution No. 3836. <br />Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />PROGRAM AND PROJECT <br />County of San Bdno. Criminal Justice <br />City Manager Calabrese reported from his memorandum to the Council, dated June 28, <br />1978, entitled Resolution of Intent to Join with the County of San Bernardino to <br />Create a New Criminal Justice Planning District. <br />Mr. Calabrese informed the Council of the difficulty being experienced under the <br />current coordinating entity known as the Arrowhead Justice Association, which was <br />formed under a Joint Powers Agreement, with 15 cities participating, to implement <br />the Federal mini -block grant program for criminal justice and delinquency prevention. <br />Mr. Calabrese explained an alternate method to circumvent the problem of requiring <br />a specific single political entity with whom the Office of Criminal Justice Planning <br />would be involved. Mr. Calabrese stated it is felt the creation of a separate <br />criminal justice and delinquency prevention planning district comprising San <br />Bernardino County and the cities within the County will eliminate the requirement <br />for a single consolidated grant as is necessary under the mini -block grant process. <br />Mr. Calabrese concluded that the Association and the County express that it would <br />be in the best interests of all to implement a new a separate criminal justice and <br />delinquency prevention planning district within this County and staff recommends <br />the City of Colton joint with the County in this endeavor by adopting Resolution <br />No. 3837 - A Resolution of Intent to Join with the County of San Bernardino in <br />Creating a New Criminal Justice Planning District. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to adopt Resolution <br />No. 3837. Unanimous vote. <br />FINANCIAL AND FISCAL <br />Refunds of Fuel Adjustment Charges <br />City Manager Calabrese recommended to the City Council that action be taken to <br />reduce the deficit of the Electric Utility by the refund amount received from <br />Southern California Edison Company. <br />JUL 51978 <br />
