68 <br />Mr. Thomas Lee stated he checked with Consumer Affairs, and others, and was told <br />if it could be proven that (1) there is a shortage of mobile homes in the area, <br />and (2) that rental increases are unjustified or have been raised out of propor- <br />tion, which he felt the majority of residents at Lake Cadena have already proven, <br />then a rent stabilization ordinance would be in order and necessary for these <br />tenants and residents. Mr. Lee said he could not understand how the City Attorney <br />and Staff could write or prepare an ordinance that some of the Council Members <br />would consider unconstitutional or illegal. <br />Mr. Lee concluded he was requesting that the City Council reconsider this matter <br />and do something to help the residents at Lake Cadena. <br />Mrs. Phyllis Brooks, resident of Lake Cadena, also spoke to the Council Members <br />regarding a rent stabilization ordinance, stating it was the responsibility and <br />obligation of the City Council to protect their citizens from greedy landlords <br />and monopolizing businesses. <br />On recommendation of Mayor Gonzales and Council consensus, this matter was re- <br />ferred to the City Attorney and Staff for additional study and report. <br />Chamber of Commerce: <br />Mr. Frank Rebollo, Manager of the Chamber of Commerce, read a report entitled <br />"Colton Chamber of Commerce Action Plan for '78-'79; and outlined the Chamber's <br />proposed budget for the new fiscal year. <br />Mayor Gonzales thanked Mr. Rebollo for his presentation, and recommended this <br />matter be referred to the City Manager to be considered during the forthcoming <br />Budget Sessions. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />AnnPxatinnr, <br />Planning Director Gonzales reported on a request for annexation to the City of <br />Colton, received from Mr. & Mrs. Omar Avila, of property consisting of approxi- <br />mately 4.775 acres located west of Meridian Avenue and north of San Bernardino <br />Avenue. <br />Mr. Gonzales stated if Council concurs with the annexation request, Staff would <br />recommend approval of Resolution No. 3816, a resolution of application, initiat- <br />ing the annexation with the L.A.F.C., subject to the property owner paying the <br />application fees to the L.A.F.C. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve RESOLUTION <br />NO. 3816, Resolution of Application for Colton Annexation West 30. Vote was <br />unanimous. <br />Conditional Use Permits <br />P. C. Res. No. 878 <br />Mr. Gonzales reviewed a Conditional Use Permit application, requested by Mr. E. <br />A. Carroll, owner of Country Club Storage, to expand his facility to the adjacent <br />4.6 acres located at the intersection of Rancho Avenue and La Cadena Drive for a <br />period of six months or less. <br />Mr. Gonzales advised that this application was reviewed and considered by the <br />Planning Commission at a meeting held May 9, 1978, and after extensive study <br />and lengthy discussion, the Planning Commission recommended approval of the <br />Conditional Use Permit, subject to findings and seven conditions as outlined <br />in Planning Commission Resolution No. 878. <br />Moved by Councilman Rehrer, seconded by <br />Commission Resolution No. 878.
