1 74 <br />Councilman Hayes asked how it would effect Colton if the City were to administer <br />its own Dial -A -Ride Program rather than OMNITRANS. <br />Mr. Calabrese advised the major disadvantage in the City administering its own <br />program is the inability to apply for UMTA funding, these monies being granted <br />on a regional level only, such as OMNITRANS. Mr. Calabrese explained that under <br />Section 5, UMTA will contribute up to 50 percent of the cost of operations and <br />80 percent of capital outlay expenditures, with the City's share being funded by <br />SB 325 Article 4 monies. <br />Moved by Councilwoman Cisneros, seconded by Mayor Gonzales, approving and authoriz- <br />ing renewal of Agreement with Yellow Checker Leasing, Inc., for continuation of a <br />Dial -A -Ride Program in the City of Colton, with OMNITRANS to administer the program. <br />Councilman Temby stated that in all fairness he could not actually make a decision <br />or vote on this matter until he knew more about it, and requested a postponement on <br />the matter. <br />Councilwoman Cisneros stated she would withdraw her motion, and Mayor Gonzales stated <br />he would withdraw his second to that motion. <br />City Attorney Edwards advised that the present Agreement will terminate on November <br />309 1978, and if the Council desires to hold this matter over until December 5, 1978, <br />it should be determined that the level of service is to continue as at the present. <br />After additional discussion, on Council consensus, the Agreement for a Dial -A - <br />Ride Program in the City of Colton was postponed until the next regular Council <br />Meeting to be held December 5, 1978, with the level of service to continue as <br />at the present. <br />Agreements <br />Federally Funded Projects <br />Mr. Calabrese presented an Agreement to the Council Members between the City of <br />Colton and the County of San Bernardino, to continue with the joint -power agree- <br />ments with the County Office of Community Development for future HUD funding and <br />participation in Community Development Block Grant programs. Mr. Calabrese said <br />the County's 1979-80 Application will be presented to the Board of Supervisors <br />at a public hearing to be held December 5, 1978. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, approving Cooperation <br />Agreement between the City of Colton and the County of San Bernardino relating to <br />the Community Development Block Grant Program, and authorizing Mayor to execute the <br />Agreement. Vote was unanimous. <br />Agreements <br />PERS <br />Mr. Calabrese referred to an amendment to the City's contract with PERS, relating <br />to the provision of one year final compensation for Miscellaneous Employees, as <br />outlined in the Memorandum of Understanding, adopted by Resolution No. 3860. Mr. <br />Calabrese recommended approval of the resolution of intention, Resolution No. 3880. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales, to approve Resolution No. <br />3880.
