MAYOR'S REPORTS AND PROCLAMATIONS: Proclamations Mayor Gonzales read in full a Proclamation honoring National Bible Week, from November 19 through 26, 1978. Boards & Commissions Moved by Councilwoman Cisneros, seconded by Councilman Hayes, ratifying appoint- ments by Mayor Gonzales as follows: Pete B. Ramos and Armando Saenz to the Plann- ing Commission; Daniel Carrasco to the Utilities Commission; and Dean Carter to the Cemetery Commission. Unanimous vote. Legislation Co Mayor. Gonzales referred to correspondence and resolutions from the Cities of a) South El Monte and Riverbank, stating their opposition to the lack of concern Q for the impact of State mandated costs. RESOLUTION NO. 3878 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, ESTABLISHING ITS STRONG OPPOSITION TO THE LACK OF THE STATE OF CALIFORNIA'S CONCERN FOR THE IMPACT OF STATE MANDATED COSTS. Awards Mayor Gonzales presented inscribed placques to former Student Advisors of the Parks and Recreation Commission for the 1977-78 school year, Rachel Padilla and Ramon Hernandez, for their outstanding participation during their terms. PUBLIC HEARINGS: Zoning P. C. Res. No. 898 Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Planning Director Gonzales reported that the zone change application was re- quested by Heritage Development, Inc., for a change of zone from C -2-X to R -3-X, on property located south of Washington Street, west of Center Drive, north of Barton Road, and falling entirely within the boundaries of proposed Tentative Tract No. 10567, consisting of approximately 2 acres. Mr. Gonzales said the proposed zone change is consistent with the general plan and compat- ible with the surrounding land uses. Mr. Gonzales advised that the Planning Commission recommend approval of the zone change request, as outlined in Planning Commission Resolution No. 898, adopted at a public hearing held October 10, 1978. Mayor Gonzales asked if anyone desired to speak in favor of or in opposition to this matter. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to terminate the Public Hearing.
