16 2Annexati ons <br />South 35 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that a <br />letter of protest containing five signatures had been received. <br />Planning Director Gonzales reported that this annexation contains approximately <br />15 acres, consisting of four parcels, and is located at the southeast corner of <br />Bostick and Litton Avenues, is contiguous on two sides to existing City boundaries <br />and is also within the Sphere of Influence for the City of Colton. <br />Mr. Gonzales continued that Constructech Corporation controls 12.2 of the 15 acres <br />and their original proposal included only that property, however, adjoining properties <br />would have been entirely surrounded by the City, so the proposal was amended to in- <br />clude the entire area. Mr. Gonzales advised that the L.A.F.C. approved this annexa- <br />tion on September 13, 1978, but received letters from two property owners protesting <br />the annexation which made the annexation less than 100 percent landowner consent, <br />necessitating the public hearing this evening. <br />Mr. Gonzales concluded that Staff recommends adoption of Resolution No. 3867, approv- <br />ing Colton Annexation South 35. <br />Mayor Gonzales asked if anyone present desired to speak in favor of or in opposi- <br />tion to this annexation. <br />Mrs. Dorothy Allison, 21455 Litton Avenue, spoke in opposition to the proposed <br />annexation. <br />Mr. Phil Brown, representing Constructech Corporation, spoke on behalf of the de- <br />velopers and in favor of the annexation. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to terminate the <br />Public Hearing. Unanimous vote. <br />Councilwoman Cisneros moved for approval and adoption of Resolution No. 3867. <br />Motion died for lack of a second. <br />Assessments <br />Cooley Ranch Sewer Assessment District <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no <br />protests or objections had been received. <br />Community Services Director Earl Young stated because of land divisions within <br />the Cooley Ranch Sewer Assessment District, the assessment rolls and diagram <br />need to be amended, concerning Assessment No. 9. <br />Mr. Young stated after hearing protests or objections, if any, Staff would recom- <br />mend approval of Resolution No. 3868, confirming the amended assessment. <br />Mayor Gonzales asked if anyone desired to speak on this matter. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to terminate the Public <br />Hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. <br />3868.
