16 2Annexati ons South 35 Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that a letter of protest containing five signatures had been received. Planning Director Gonzales reported that this annexation contains approximately 15 acres, consisting of four parcels, and is located at the southeast corner of Bostick and Litton Avenues, is contiguous on two sides to existing City boundaries and is also within the Sphere of Influence for the City of Colton. Mr. Gonzales continued that Constructech Corporation controls 12.2 of the 15 acres and their original proposal included only that property, however, adjoining properties would have been entirely surrounded by the City, so the proposal was amended to in- clude the entire area. Mr. Gonzales advised that the L.A.F.C. approved this annexa- tion on September 13, 1978, but received letters from two property owners protesting the annexation which made the annexation less than 100 percent landowner consent, necessitating the public hearing this evening. Mr. Gonzales concluded that Staff recommends adoption of Resolution No. 3867, approv- ing Colton Annexation South 35. Mayor Gonzales asked if anyone present desired to speak in favor of or in opposi- tion to this annexation. Mrs. Dorothy Allison, 21455 Litton Avenue, spoke in opposition to the proposed annexation. Mr. Phil Brown, representing Constructech Corporation, spoke on behalf of the de- velopers and in favor of the annexation. Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to terminate the Public Hearing. Unanimous vote. Councilwoman Cisneros moved for approval and adoption of Resolution No. 3867. Motion died for lack of a second. Assessments Cooley Ranch Sewer Assessment District Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Community Services Director Earl Young stated because of land divisions within the Cooley Ranch Sewer Assessment District, the assessment rolls and diagram need to be amended, concerning Assessment No. 9. Mr. Young stated after hearing protests or objections, if any, Staff would recom- mend approval of Resolution No. 3868, confirming the amended assessment. Mayor Gonzales asked if anyone desired to speak on this matter. Moved by Councilman Rehrer, seconded by Councilman Hayes, to terminate the Public Hearing. Unanimous vote. Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3868. Vote was unanimous.
