15. <br />development, stating the increase in traffic from the proposed project would <br />eventually destroy the rural -type atmosphere which the residents now enjoy, and <br />they want the Canyon to remain low density. <br />Mr. Bill Truscott, Vice -President of Montecito Memorial Park, spoke to the City <br />Council concerning the proposed development, stating the project will be develop- <br />ed at the mouth of the Canyon and he believed this would cause no problem to the <br />residents in the Canyon, as they are located a good distance from the development. <br />Mr. Truscott stated the property is an odd -shaped parcel and the development would <br />not front on Reche Canyon Road, as there will be interior roads to the proposed <br />project. <br />After additional discussion among Council Members, Staff and the audience, Council <br />agreed that this matter be continued to the next regular Council Meeting. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Final Tract Files <br />Tract No. 10495 <br />Community Services Director Earl Young reported on Tract No. 10495, a three -lot <br />subdivision located westerly of Mt. Vernon Avenue, southerly of Washington Street <br />and the Santa Ana River, advising that the Subdivision Agreement has been received, <br />(Y) the cash fees and bonds are in route and Staff therefore recommends approval of <br />Tract No. 10495 contingent upon receipt of these documents. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Tract No. <br />Q 10495. Unanimous vote. <br />Q <br />Parcel Map Files <br />Parcel Map No. 4486 <br />Mr. Young advised that Parcel Map No. 4486 involves a two -lot subdivision located <br />north of Cooley Drive and easterly of Mt. Vernon Avenue in the Cooley Ranch de- <br />velopment. <br />Mr. Young stated that Staff requests the City Council approve Parcel Map No. 4486 <br />and accept on behalf of the public the street dedication, and authorize the Mayor <br />to sign the City Council certificate. ' <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving Parcel Map No. <br />4486, and authorizing Mayor to sign City Council certificate. Unanimous vote. <br />Agreements <br />Assessment District No. 78-2 <br />Mr. Young stated the item concerning the Engineering Agreement for Assessment <br />District No. 78-2 will be removed from the Agenda and discussed at a later date. <br />Agreements <br />State of California <br />Mr. Young presented to the Council Members for their consideration and approval <br />amendments to existing agreements between the City of Colton and the State of <br />California, Department of Transportation for landscape watering of the freeways <br />concerning that portion within the City of Colton along Interstate 10 and Inter- <br />state 15, which maintenance costs will now be assumed by the Department of Trans- <br />portation, beginning October 1, 1978. <br />Mr. Young stated if Council concurs with these amendments, Staff would request <br />approval of the amendments and Resolution No. 3866, authorizing the Mayor to <br />sign same. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, approving amendments to <br />agreements between the City of Colton and the State of California, Department of <br />Transportation, authorizing Mayor to execute same, and approval of Resolution No. <br />3866.
