Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the Con- sent Calendar. Vote was unanimous. RECREATION AND PARKS COMMISSION REPORTS AND RFC0MMFNDATT0Ns_- Lawrence A. Hutton/Peter S. Luque Community Centers Mr. Max Lofy, Recreation Director, made a presentation to the City Council from his report establishing rules, regulations, policies, fees and procedures for the future use of the Lawrence A. Hutton and Peter S. Luque Community Centers, for the Council's consideration and approval. The report was reviewed and discussed with the Council Members and Mr. Lofy, and the following changes were recommended and approved: "Policies" - Page 2, No. 6 - Closing time not to exceed 10:00 p. m. at both Centers. "General Rules" - Page 5, No. 13 (C.), Keys - to be reviewed more thoroughly with City Manager, Recreation Director and Parks and Recreation Commission, with appro- priate changes being made to insure proper security and protection. "Fee Classification Schedule" - Page 9, No. 4 C. - Change $5.00 Cleaning De- posit to $50.00 Cleaning Deposit (Refundable). "Council Alternatives" - Page 10, No. 1, Alcoholic Beverages - No alcoholic beverages permitted at any time; No. 2, Kitchen Utensils - omit Item No. 1 and retain Item No. 2 - Each Rental Group must supply own settings; No. 3, Special- ized Class Charge - approve Item No. 3, a, b, and c - Instructor retained by Recreation Department. "Conditions of Use" - Page 6, ADMINISTRATION - delete last sentence from this paragraph. Moved by Councilman Rehrer, seconded by Councilman Hayes, to accept and approve report submitted by Recreation Director Max Lofy of the rules, regulations, policies, fees and procedures for the future use of the Lawrence A. Hutton and Peter S. Luque Community Centers with the changes as recommended and approved, and subject to any future changes that might be necessary. Unanimous vote. Mr. Lofy requested and received authorization, on Council consensus, to begin re- ceiving applications for use of the Centers. MAYOR'S REPORTS AND PROCLAMATIONS: Parkinq Control Files Mayor Gonzales requested that Staff check into the possibility of changing the "No Parking" regulation on South Rancho Avenue, that had been discussed at a previous meeting, to see if this could be removed, or some how modified, for the convenience of the citizens in that area. Police Chief Phil Elliott stated he does not agree with the removal of the "No Parking" signs along that portion of South Rancho Avenue, as the lane that would be used for parking is a heavily used travel lane of traffic, the lighting in that area is poor and it would become hazardous, and a liability problem would be created. City Attorney Edwards stated he would agree, there would definitely be a liability problem created. O c T 1978
