14 8CONSENT CALENDAR: <br />Minutes <br />September 19, 1978 <br />Warrants <br />20488, 20716 through 20946 <br />20949 through 20959 <br />16153 through 16333 <br />September 28, 1978 Inclusive <br />Bids <br />New Fire Radio Communications/Dispatch System - award to Motorola Communi- <br />cations & Electronics, Inc., $23,996.21. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the Con- <br />sent Calendar. Vote was unanimous. <br />RECREATION AND PARKS COMMISSION REPORTS AND RFC0MMFNDATT0Ns_- <br />Lawrence A. Hutton/Peter S. Luque Community Centers <br />Mr. Max Lofy, Recreation Director, made a presentation to the City Council from <br />his report establishing rules, regulations, policies, fees and procedures for the <br />future use of the Lawrence A. Hutton and Peter S. Luque Community Centers, for <br />the Council's consideration and approval. <br />The report was reviewed and discussed with the Council Members and Mr. Lofy, and <br />the following changes were recommended and approved: <br />"Policies" - Page 2, No. 6 - Closing time not to exceed 10:00 p. m. at both Centers. <br />"General Rules" - Page 5, No. 13 (C.), Keys - to be reviewed more thoroughly with <br />City Manager, Recreation Director and Parks and Recreation Commission, with appro- <br />priate changes being made to insure proper security and protection. <br />"Fee Classification Schedule" - Page 9, No. 4 C. - Change $5.00 Cleaning De- <br />posit to $50.00 Cleaning Deposit (Refundable). <br />"Council Alternatives" - Page 10, No. 1, Alcoholic Beverages - No alcoholic <br />beverages permitted at any time; No. 2, Kitchen Utensils - omit Item No. 1 and <br />retain Item No. 2 - Each Rental Group must supply own settings; No. 3, Special- <br />ized Class Charge - approve Item No. 3, a, b, and c - Instructor retained by <br />Recreation Department. <br />"Conditions of Use" - Page 6, ADMINISTRATION - delete last sentence from this <br />paragraph. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to accept and approve <br />report submitted by Recreation Director Max Lofy of the rules, regulations, policies, <br />fees and procedures for the future use of the Lawrence A. Hutton and Peter S. Luque <br />Community Centers with the changes as recommended and approved, and subject to any <br />future changes that might be necessary. Unanimous vote. <br />Mr. Lofy requested and received authorization, on Council consensus, to begin re- <br />ceiving applications for use of the Centers. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Parkinq Control Files <br />Mayor Gonzales requested that Staff check into the possibility of changing the <br />"No Parking" regulation on South Rancho Avenue, that had been discussed at a <br />previous meeting, to see if this could be removed, or some how modified, for <br />the convenience of the citizens in that area. <br />Police Chief Phil Elliott stated he does not agree with the removal of the "No <br />Parking" signs along that portion of South Rancho Avenue, as the lane that would <br />be used for parking is a heavily used travel lane of traffic, the lighting in <br />that area is poor and it would become hazardous, and a liability problem would <br />be created. <br />City Attorney Edwards stated he would agree, there would definitely be a liability <br />problem created. <br />O c T 1978 <br />
