After additional discussion on retaining or removing the "No Parking" regulation <br />on South Rancho, the possibility of restriping the street, and the liability <br />factor, it was agreed to retain the "No Parking" regulation along that particu- <br />lar section of South Rancho Avenue. <br />Proclamations <br />Mayor Gonzales read in full a Proclamation regarding Crime Prevention Month for <br />October, which was presented to Mrs. Marietta Ferre, President of the Colton <br />Women's Club. <br />Mayor Gonzales also referred to correspondence from Mrs. Eleanor Beckwith, of <br />the Colton Women's Club, requesting that registration cards to organize Neighbor- <br />hood Watch programs and help fight crime, be included in the utility billings <br />that are mailed throughout the community. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving and authoriz- <br />ing the mailing of registration cards supporting the Crime Prevention Program to- <br />gether with the City's utility billing statements throughout the community. Vote <br />was unanimous. <br />PUBLIC HFARINGS- <br />Zoning <br />P. C. Res. No. 890 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no <br />protests or objections had been received. <br />Planning Director Gonzales reported that Planning Commission Resolution No. 890 <br />involves the changing of zones from existing County zoning to City zoning on the <br />proposed Colton Annexation South 34, from R1-10,000 County Zone to R -E City Zone, <br />on property located east of La Cadena Drive and north of Litton Avenue, and the <br />proposed Colton Annexation South 35, from R1-12,000 County Zone to R -1-X City Zone, <br />on property located south of Litton Avenue, between Bostick and Rosedale Avenues. <br />Mr. Gonzales stated the City of Colton is the only unit of government having the <br />capacity to furnish water, sewer and other municipal services to these annexa- <br />tions, and Staff concludes that the proposed prezonings are consistent with the <br />residential designation of the properties as set forth in the City's General Plan <br />and Grand Terrace's General Plan. <br />Mr. Gonzales concluded the Planning Commission, at a public hearing held August 22, <br />1978, recommended approval of the change of zones as outlined in Planning Commission <br />Resolution No. 890. <br />Mrs. JoAnn Montgomery stated that she lives south of the annexation property, desig- <br />nated as South 35, and questioned the proposed R-14 zoning classification, asking <br />if this will allow a lot size of less than 12,000 and can this be so designated. <br />Mr. Gonzales stated that lot size is an item which would be considered by the <br />Planning Commission at the time development plans are considered. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to terminate the <br />Public Hearing. Vote was unanimous. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to waive further <br />reading of Ordinance No. 1550. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to adopt First Read- <br />ing of Ordinance No. 1550.
