Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Community Centers <br />Progress Report <br />Mr. Jess Perez, Architect for the Lawrence A. Hutton Community Center and the <br />Peter S. Luque Multi -Service Center, made a progress report to the Council <br />Members on both Centers, advising that both projects are substantially complete. <br />Mr. Perez continued that he personally inspected both Centers and there remains <br />a few items to be corrected before the Notice of Completion can be filed by <br />the City. Mr. Perez said he believes the contractor is acting in good faith <br />and doing his best in working with his subcontractors to finalize these projects. <br />Mr. Perez advised that the City will have a retention amount in the range of <br />$60,000 to $80,000, which should not be released until 35 days after the Notice <br />of Completion has been filed. Mr. Perez requested that the matter of project <br />acceptance and the authorization to file the Notice of Completion be placed on <br />the City Council Agenda for next month's meeting. <br />Mr. Perez concluded by requesting that the City Council authorize payment of the <br />revised payment request, which is before them this evening for consideration and <br />approval, in the amount of $15,419. <br />After additional discussion among Council Members and Staff, on Council consensus, <br />the City Manager was authorized to issue a progress payment to the contractor on <br />the revised payment request in the amount of $15,419. <br />CORRESPONDENCE: <br />Rent Stabilization <br />Mr. Thomas E. Lee, resident of the Lake Cadena Mobile Home Park, requested the City <br />Council reconsider the matter of rent stabilization and adopting an Ordinance to <br />control this problem for mobile home owners. <br />Mr. Lee quoted from reports issued by HUD and surrounding cities on this issue, and <br />recommended that the City of Colton investigate recent ordinances adopted by the <br />City of San Bernardino and the City of Hemet on rent control. <br />Mayor Gonzales requested that the City Attorney prepare a report on the ordinance <br />adopted by the Cities of San Bernardino and Hemet for the Council Members informa- <br />tion and consideration. <br />SEP 1 P. 1978 <br />
