<br />City Manager Calabrese read in full a letter from Eugene P. McMeans, President of
<br />the Reche Canyon Homeowners Association, in which the Association requested the
<br />City of Colton hold public hearings on the proposed General Plan and the City's
<br />Sphere of Influence, allowing the residents to express their desires and concerns
<br />for the future development in the Canyon.
<br />Planning Director Gonzales advised that the City of Colton has been providing in-
<br />put, through the City's Planning Department, to the County Planning Department
<br />with regard to zoning designations and density factors in Colton areas as it re-
<br />lates to the County's General Plan. Mr. Gonzales stated the County's General Plan
<br />and the City's General Plan are compatible concerning land densities for this area,
<br />and a designation, for the Reche Canyon area, of 1 and 2 residences per acre has
<br />been recommended.
<br />Mr. Eugene P. McMeans, 12004 Glenwood Avenue, Colton, President of the Reche Canyon
<br />Homeowners Association, made a presentation to the Council Members, stating that
<br />the residents of Reche Canyon are very concerned over the City's views and future
<br />plans for development of the Canyon area. Mr. McMeans said the proposed density
<br />Q factor and designation of 1 and 2 residences per acre would not preserve the scenic
<br />area and rural atmosphere which the Canyon residents now enjoy and wish to retain.
<br />Mr. McMeans urged the City Council to hold public hearings to enable Colton citizens
<br />to express their desires and concerns of the area, and so that the City can take a
<br />firm stand with the County regarding its future development in the Canyon.
<br />After additional discussion, moved by Mayor Gonzales, seconded by Councilman Hayes,
<br />to refer this matter back to the Planning Commission to hold Public Hearings, and
<br />to report back to the City Council their recommendations. Unanimous vote.

<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to set for Public Hearing
<br />on Tuesday, May 1, 1979, Planning Commission Resolution No. 909, Index No. A-3-79.
<br />Vote was unanimous.
<br />Conditional Use Permit
<br />P. C. Res. No. 910
<br />Planning Director Gonzales read his report concerning a Conditional Use Permit ap-
<br />plication requested by Orange County Steel Salvage, Inc., to establish a railroad
<br />dismantling yard on approximately six acres of vacant Southern Pacific Railroad
<br />property located west and north of the Santa Ana River, east of the Southern Pacific
<br />Railroad tracks, and south of Fogg Street.
<br />Mr. Gonzales advised the proposed project would be inconsistent with the Land Use
<br />Element of the City's General Plan, which is designated for agriculture and open
<br />space, however, would be consistent with the existing zoning of the property, which
<br />is FP -2, M-2, Flood Plain Restrictive and Heavy Manufacturing.
<br />Mr. Gonzales reviewed comments and suggestions submitted by various City Departments
<br />concerning this project, and advised that the Planning Commission, at a public hear-
<br />ing held April 10, 1979, after studying and researching the application, recommend-
<br />ed denial of the Conditional Use Permit, due to five findings as listed in Planning
<br />Commission Resolution No. 910.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, approving Planning
<br />Commission Resolution No. 910, due to five findings as listed therein. Vote was
<br />unanimous.
<br />Annexations
<br />West 32
<br />Mr. Gonzales requested Council's consideration and adoption of Resolution No.
<br />3906, approving Colton Annexation West 32, which consists of 2.3 acres of land
<br />located at the southwest corner of Rancho Avenue and Valley Boulevard, zoned
<br />C-2, General Commercial.
