294 Chamber of Commerce <br />Mayor Gonzales read a letter from the Chamber of Commerce regarding "Colton Days", <br />scheduled for October 21 through 28, 1979, and suggested that a resolution be pre- <br />pared for this special event. <br />CORRESPONDENCE: <br />Transaortation <br />Mayor Gonzales read in full a letter from the Manager of the Lake Cadena Mobile <br />Home Park, requesting the City's assistance in restoring bus service to the resi- <br />dents of the Park through R.T.D. The letter stated the only service they now have <br />is Dial -A -Ride, which has proven to be ineffective. <br />Mayor Gonzales suggested that this item be referred to the East Valley Transit <br />Service Authority for their recommendations. <br />Councilwoman Cisneros felt the City Council should discuss this matter, make recom- <br />mendations, and do something to assist these Colton residents. <br />Mr. Milton J. Morris, Manager of the Lake Cadena Mobile Home Park, stated that for- <br />merly the R.T.D. traveled along La Cadena Drive, from Los Angeles to Riverside, and <br />made stops in front of the Park, however, now the bus company travels the freeway <br />which has, in effect, cut them out. Mr. Morris also advised that OMNITRANS comes <br />within approximately two blocks of the Park, making a U-turn, which also eliminates <br />their bus service for the Park residents. <br />After additional discussion, on Council consensus, Staff was instructed to write <br />letters to both R.T.D. and OMNITRANS regarding the feasibility of establishing <br />bus service to the residents of Lake Cadena Mobile Home Park. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Conditional Use Permit <br />P. C. Res. No. 919 <br />Planning Director Gonzales reported pursuant to Council direction, Staff has con- <br />tacted a representative of the Corps of Engineers regarding the application from <br />Robertson's Ready Mix to screen and haul sand from a site adjacent to the Santa <br />Ana River. <br />Mr. Gonzales continued that a contract will be let between the Corps of Engi- <br />neers and Paul Hubbs, Contractor, to remove the sand from the concrete -lined <br />river bottom, the sand to be placed on designated levees or removed from the <br />site, with only one levee site that will be mandatory to fill. <br />Mr. Gonzales advised a representative from Robertson's Ready Mix has been con- <br />tacted and has agreed to build a 15 foot berm to mitigate any possible noise <br />created by the screening operation, and the route to and from the site could be <br />defined to an exact route, being north to "M" Street, then east to Interstate <br />10; also, the hours of operation could be shortened from 6:00 a. m. to 6:00 <br />p. m., with a 30 -day review. <br />Mr. Gonzales concluded the Planning Commission recommends approval of Planning <br />Commission Resolution No. 919, with conditions., and if Council concurs and <br />wishes to amend the conditions, it would be in order to approve Planning Commis- <br />sion Resolution No. 919, with said amendments. <br />Mr. Jess Vasquez, 677 South 8th Street, Colton, stated he had opposed this Permit <br />and operation in the beginning, however, after visiting the applicant's plant in <br />Rubidoux, he now feels that the City could live with this business. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Planning Com- <br />mission Resolution No. 919, Index No. C-5-79, with amendments to conditions. Vote <br />was unanimous. <br />Conditional Use Permit <br />P. C. Res. No. 923 <br />Planning Director Gonzales reported from his memorandum dated July 25, 1979, re- <br />garding a Conditional Use Permit application requested by the San Salvador Church, <br />to construct meeting rooms with restroom facilities, in connection with the exist- <br />ing church facilities, on property located at 178 West "K" Street. <br />AUG 7 1979 <br />
