344 29 and 32 of Tract 7582 by the various property owners were in substantial com- <br />pliance with the Uniform Building Code and no major violations occurred. <br />Mr. Burnett concluded a minor violation could be the two foot encroachment of the <br />metal down drain from Lot 32 on to Lot 29, however, deleting a two foot section <br />of the metal down drain and placing rock or concrete splash block would rectify <br />this violation. <br />Mr. McCool, Lot 32 of Tract 7582, then made a presentation to the Council Members <br />referring to various correspondence and documentation concerning the alleged <br />problem with his neighbor, stating he had never seen such a lack of administra- <br />tive responsibility and travesty of justice regarding these matters. Mr. McCool <br />contended there was certain documentation missing from the City files to sub- <br />stantiate his complaints, and also that when his neighbor, Mr. Smith, was con- <br />structing his swimming pool, he never obtained a grading permit. <br />Mr. John Twiss, Director of Building and Safety, commented on various statements <br />made by Mr. McCool, advising the City Council that a grading permit is not requir- <br />ed for a swimming pool, and also that there has never been any letters or documen- <br />tation missing from his files, all of the City files are complete, the records <br />are legitimate and are in order. <br />Mr. Twiss further advised that he has contacted Mr. Smith, who will be getting an <br />engineer to draw up plans for the drainage problem, to be approved by the City, <br />which will eliminate the drainage flow on Lot 29. <br />After additional discussionbetween Council Members and Staff, Mayor Gonzales <br />assured Mr. McCool that the City is doing everything possible to rectify the <br />situation for the benefit of all concerned. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Electric Division <br />Feather River Project <br />Electric Utility Director, Gale Drews, made a presentation to the Council Members <br />regarding the Feather River Project, FERC Project No. 1962 - California, which has <br />a total capacity of 178 MW and its average generation is 1,010 million KWH per year. <br />Mr. Drews said Spiegel & McDiarmid have advised the current license held by Pacific <br />Gas & Electric for this project expires September 305 1982. Mr. Drews stated the <br />engineering and legal cost of preparing the initial application would be approxi- <br />mately $25,000, and Colton's pro -rata share would be approximately $15000 with the <br />involvement of the other Southern California cities that Spiegel & McDiarmid repre- <br />sent. <br />Mr. Drews concluded if Council concurs, he would recommend these funds be taken <br />from the Electric Department's Professional Services budget, and if there are more <br />funds needed in this account, have this matter considered at the mid -year budget <br />review. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, approving expenditure <br />from the Electric Department's Professional Services account for application to be <br />made by Spiegel & McDiarmid with regard to the Feather River Project. Unanimous vote. <br />Personnel <br />Classifications/Positions <br />City Manager Gonzales recommended approval of Resolution No. 3949, establishing a <br />salary schedule and job classifications for City employees, effective July 1, 1979. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution <br />No. 3949.
