20 SAgreements <br />County Housing Authority <br />Planning Director Gonzales referred to a letter dated February 12, 1979, from the <br />Director of the County Office of Community Development, requesting that the City <br />Council set a date for public hearing to consider a proposed Cooperation Agree- <br />ment between the City of Colton and the Housing Authority of the County of San <br />Bernardino. <br />Mr. Gonzales advised that the Cooperation Agreement, which will be part of a formal <br />application, must be negotiated between the Housing Authority and all local govern- <br />mental jurisdictions where proposed sites are located, and will be requested from <br />all Community Development cooperating cities, as well as the County Board of Super- <br />visors. <br />Mr. Gonzales concluded that Staff recommends a date of Tuesday, March 6, 1979, for <br />the public hearing, as outlined in Resolution No. 3896. <br />Moved by Councilman Rehrer, seconded by Councilman Temby, to approve Resolution No. <br />3896, and setting the date for public hearing on March 6, 1979. Unanimous vote. <br />RESOLUTION NO. 3896 - RESOLUTION AUTHORIZING PUBLICATION OF NOTICES FOR PUBLIC <br />HEARING ON PROPOSED COOPERATION AGREEMENT BETWEEN THE <br />CITY OF COLTON AND HOUSING AUTHORITY OF THE COUNTY OF SAN <br />BERNARDINO. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Assessments <br />City Manager Calabrese referred to a memorandum dated February 7, 1979, in which the <br />City Treasurer outlines a list of 8 old 1911 Assessment District Bond Accounts that <br />have been paid in full and show no outstanding bonds or coupons. <br />Mr. Calabrese advised that the City Treasurer is requesting the City Council pro- <br />claim the districts paid and the accounts closed, with the stipulation that should <br />a valid claim be placed against any district, it would be paid from the General Fund. <br />This approval is necessary in order to actually close the bank accounts, which now <br />show zero balances. <br />Moved by Councilman Rehrer, seconded by <br />1911 Assessment District Bond Accounts <br />Vote was unanimous. <br />Community Centers <br />Councilman Hayes, to proclaim the 8 old <br />closed and districts paid, as outlined. <br />Mr. Calabrese stated at a previous Council Meeting, the City Council instructed Staff <br />to provide additional information concerning four items relating to change orders and <br />time extensions, as well as a complete summary of costs accumulated in the Community <br />Development Fund for the fiscal years 1976-77, 1977-78, and 1978-79, which has now <br />been supplied to the Council Members. <br />Mr. Calabrese added that the Community Development Fund has covered two operations, <br />the development of the two Centers and rehabilitation grants for individual resi- <br />dences. <br />Mr. John Twiss, Director of Building and Safety, advised that he has attempted to <br />contact our architect, Mr. Jess Perez, by telephone to clarify the questionable <br />items, however, to no avail and, as of this date, he has not heard from Mr. Perez. <br />PPrsnnnel <br />Mr. Calabrese referred to Staff reports regarding the request for an increase in <br />hourly rates for the City's Crossing Guards, which was presented at a previous <br />Council Meeting and referred to Staff for review and report. <br />Mr. Calabrese advised that due to a recent court decision concerning SB 154 and <br />salary increases for public employees, he would recommend this matter be referred <br />to the City Attorney for his report and recommendation. <br />On Council consensus, this matter was referred to the City Attorney for report. <br />FEB 2 0 1979 <br />
