2 66 Moved by Councilman Rehrer, seconded by Councilman Hayes, approving request for <br />temporary use of mobile home as caretaker's dwelling and office as outlined in <br />Section 18.32.070 of the Colton Municipal Code. Vote was unanimous. <br />Planning <br />Residential Improvements <br />Mr. Gonzales read in full his memorandum dated June 27, 1979, regarding a request <br />from Mr. and Mrs. Lawrence Raya to repair, alter and add a room to the existing <br />residence located at 442 North Mt. Vernon Avenue, which is in a C-2 zone. <br />Mr. Gonzales advised the proposed remodeling will cost approximately $14,500, and <br />the applicant has received tentative approval for a housing rehabilitation loan <br />from the County Office of Community Development. Mr. Gonzales further advised <br />that this request is in compliance with the provisions as outlined in Section <br />18.38.110 of the Colton Municipal Code. <br />Mr. Gonzales stated that after study and review of this matter, the Planning <br />Commission, at a meeting held June 26, 1979, recommended approval of the re- <br />quested remodeling in excess of $5,000. <br />Moved by Councilman Rehrer, seconded by Councilman Temby, approving request to <br />remodel residential unit located in a commercial zone in excess of $5,000. Vote <br />was unanimous. <br />Conditional Use Permit <br />P. C. Res. No. 918 <br />Mr. Gonzales reported on a Conditional Use Permit application requested by the <br />First Assembly of God Church to expand the existing church facilities with the <br />construction of a 1,000 seat sanctuary and a recreation building to include an <br />indoor pool, showers and locker room facilities and a gymnasium on property lo- <br />cated at 450 West Citrus Street, Index No. C-3-79. <br />Mr. Gonzales then described the surrounding zoning and uses adjacent to the pro- <br />posed church expansion stating these additions will generate more traffic in the <br />area at times, however, the additional traffic should be easily handled by both <br />Citrus Street and Pennsylvania Avenue as they are both classified as collector <br />streets by the City's Select System. <br />Mr. Gonzales advised the Planning Commission held a public hearing on this matter <br />on June 26, 1979, and recommended approval of the Conditional Use Permit applica- <br />tion subject to ten conditions as outlined in Planning Commission Resolution No. <br />918. <br />Speaking in opposition to the proposed expansion and Conditional Use Permit appli- <br />cation, due to increased traffic and noise, and possible future expansion and de- <br />velopment of the church facilities, were Mr. Don Combs, 597 Cameo Drive, Colton, <br />and Mr. Ray Martinez, 435 West Citrus Street, Colton. <br />Speaking in favor of the proposed expansion and Conditional Use Permit application <br />were Mr. Eddie Ibarra, 1416 Norman Road, Colton, and Reverend W. J. Coleburn, 1405 <br />Wildwood, Colton, stating that the church does not intend to do anything other than <br />what is stated in the Conditional Use Permit application, and they will conform to <br />all City codes and requirements and whatever conditions are set forth by the Planning <br />Commission and the City Council. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Planning <br />Commission Resolution No. 918, Index No. C-3-79, subject to findings and conditions <br />as stated therein. Unanimous vote. <br />Conditional Use Permit <br />P. C. Res. No. 919 <br />Mr. Gonzales reported on a Conditional Use Permit application requested by Robert- <br />son's Ready Mix, proposing to remove rock, sand and gravel from the Santa Ana River <br />Channel, stock pile these materials utilizing one or two screening mechanisms, <br />separate the rock, gravel and sand into separate stockpile areas until it can be <br />transported to the applicant's ready mix plant located in Riverside. The proposed <br />project would utilize one or.two screening machines, a skip loader, an office - <br />trailer on site, and trucks to remove the materials from the site. The property <br />is located south of Congress Street and along the western banks of the Santa Ana <br />River. <br />JUL 3 1979 <br />
