267 <br />Mr. Gonzales advised the subject property is designated Open Space -Agriculture by <br />the Colton General Plan and the proposed operation would not establish any perma- <br />nent structures, which would be consistent with the Open Space designation. Mr. <br />Gonzales stated the property is zoned FP -2/M-2 which specifically permits the "ex- <br />cavation and removal of rock, sand and gravel" if a Conditional Use Permit is ap- <br />proved; therefore, if this request for the Conditional Use Permit is granted, the <br />proposed project will be consistent with the present zoning. <br />Mr. Gonzales further advised the proposed project is bordered by vacant land, the <br />Santa Ana River, on all sides with single family and multiple family residences <br />approximately 700 feet from the subject property. The proposed project, with the <br />700 foot buffer area, should not create any activities that would be incompatible <br />to the residential areas. <br />Mr. Gonzales concluded the Planning Commission held a public hearing on this matter, <br />June 26, 1979, and recommended approval of the Conditional Use Permit application, <br />subject to five conditions, as outlined in Planning Commission Resolution No. <br />919. <br />Speaking in opposition to the proposed operation due to the increase in noise and <br />truck traffic, possibly through the residential streets, the long hours of opera- <br />tion, and the negative impact on the surrounding residential area, were the follow- <br />ing. <br />Mr. Jess Vasquez, 677 South 8th Street, Colton. <br />Mr. Pilar Tabera, 686 Fur Street, Colton. <br />Q Mr. Ray Abril, Jr., 330 East N Street, Colton. <br />Q Mr. Louie Mendez, 1230 Bothwell Avenue, Colton. <br />Q <br />Mr. Jess Vasquez suggested that Staff be instructed to study this matter in greater <br />detail. <br />A representative from Robertson's Ready Mix spoke to the Council Members regarding <br />the proposed operation, advising the route the trucks will be taking to the plant <br />site in Riverside. The representative advised the Corps of Engineers has received <br />bids from various construction contractors, Paul J. Hubbs Construction Company <br />being the low bidder, to remove the built-up material and debris from the Santa <br />Ana riverbed and it is his company's intent, Robertson's Ready Mix, to provide a <br />place and stock pile the material that is removed. <br />Mayor Gonzales felt that the screening machines would create excessive noise, the <br />operation is too close to the residential neighborhoods, and additional truck traf- <br />fic created by this operation could become hazardous. <br />Moved by Mayor Gonzales, seconded by Councilman Hayes, to deny Planning Commission <br />Resolution No. 919, Conditional Use Permit application, Index No. C-5-79. <br />Discussion then followed among Council Members, Staff and the representative from <br />Robertson's Ready Mix with regard to the proposed operation and future plans of <br />the Corps of Engineers concerning the Santa Ana River Channel. <br />Councilmen Rehrer and Temby suggested that Staff provide the City Council with more <br />detailed information from the Corps of Engineers before taking definite action on <br />this matter. <br />Mayor Gonzales stated he would withdraw his motion. Councilman Hayes stated he <br />would withdraw his second to the motion. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to table this matter until <br />the next regular Council Meeting and direct Staff to obtain more information and re- <br />port on the intentions of the Corps of Engineers in this regard. Unanimous vote. <br />Conditional Use Permit <br />P. C. Res. No. 920 <br />Mr. Gonzales advised that the Central Valley Mental Health Association has applied <br />for a Conditional Use Permit to establish temporary housing for abused and battered <br />women and their children at Washington Elementary School, 900 West C Street. The <br />School Board has given tentative approval for the use of the school for this purpose. <br />Mr. Gonzales reported that the applicant has received a list of requirements from <br />the Colton Fire Department, and it will be necessary to -change the shcool rooms into <br />proper housing facilities. Mr. Gonzales stated it is proposed to utilize three <br />classrooms for sleeping quarters, one classroom for a meeting or lounge area, and <br />the kindergarten area for kitchen facilities. Mr. Gonzales said the Association <br />now houses approximately 18 women and children at a site in Rialto, and expects to <br />be able to house up to 50 women and children at the proposed site. <br />JUL 3 1979 <br />
