2 60 hearing, June 12, 1979, and reviewed the proposed Building Security Ordinance <br />for the City of Colton. <br />Mr. Gonzales stated the Planning Commission recommends to the City Council that <br />a Task Force of Staff personnel be set up to review and study the proposed ordi- <br />nance in regard to enforcement, economics, etc., and to include input from de- <br />velopers, crime prevention groups, and other cities, and this information would <br />be returned to the City Council for their consideration. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve recommenda- <br />tion of the Planning Commission as outlined by Staff with regard to the proposed <br />Building Security Ordinance. Unanimous vote. <br />Community Relations <br />Recreation <br />Mr. Gonzales reported that previously the City Council had referred to the Planning <br />Commission for review and study the item regarding the gift of a new tennis court <br />from California Portland Cement Company to be constructed at Municipal Park, which <br />was discussed by the Planning Commission at a meeting held June 12, 1979. <br />Mr. Gonzales advised the Planning Commission recommends that the City Council in- <br />form the California Portland Cement Company that the City wishes to maintain Muni- <br />cipal Park in its present condition, and that an alternate site be considered for <br />the tennis court. <br />After discussion, moved by Councilman Hayes, seconded by Councilman Temby to notify <br />the California Portland Cement Company of the recommendation of the Planning Com- <br />mission. <br />Councilman Hayes and Councilman Temby considered an amendment to the motion, sug- <br />gested by Councilwoman Cisneros, that Staff make studies on the possibility of lo- <br />cating the tennis court in the vicinity of Elizabeth Davis Park. <br />The motion and the amendment were withdrawn. <br />Moved by Councilman Hayes, seconded by Councilman Temby, that the City Council in- <br />form the California Portland Cement Company of the findings of the Planning Com- <br />mission with regard to the land situation at Municipal Park, and that the California <br />Portland Cement Company, along with the Recreation and Parks Commission, the Planning <br />Commission, and Staff Members, try to find an alternate site, with the suggestion <br />that a site in the vicinity of Davis Park be considered. Vote was unanimous. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Public Hearing <br />Revenue Sharing <br />Mayor Pro -Tem Rehrer declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no pro- <br />tests or objections had been received. <br />City Manager Calabrese reported the use of Revenue Sharing funds requires that a <br />public hearing be held to receive input from the citizens and their recommenda- <br />tions as to the use of these funds. <br />Mr. Calabrese advised it is not necessary that a decision be made on the use of <br />the Revenue Sharing funds at this time, the actual decision will be made when the <br />budget is approved. Mr. Calabrese referred to the Minutes from the Administrative <br />Hearing held June 12, 1979. <br />Mrs. Bea Hernandez, 258 East N Street, Colton, spoke to the City Council regarding <br />the allocation of Revenue Sharing funds, and distribution of these funds by the <br />City. Mrs. Hernandez stated she was representing the Veterans Memorial Youth Com- <br />mittee and they were requesting an amount of $50,000, from the approximate $3359000 <br />the City should be receiving, to be used towards recreational facilities and programs <br />for the youth of the community, who seem to have been forgotten. Mrs. Hernandez <br />also expressed her disappointment in the fact that the Revenue Sharing Public Hear- <br />ing, held June 12, was at 4:00 p. m., when people were working and were not able to <br />attend. <br />Mrs. Hernandez stated the Revenue Sharing funds are for the community as a whole, <br />and should not be earmarked for the Police and Fire Departments only.
