co <br />M <br />Q <br />Q <br />Q <br />Councilman Rehrer suggested that before the City comments further or makes any <br />decision on this matter, he would suggest this item be referred back to Staff <br />to find out what the County's intentions are in this regard. <br />Council Members were in agreement with Councilman Rehrer's suggestion. <br />City Council <br />Mr. Tony Petta, Mayor of the City of Grand Terrace, spoke to the Council Members <br />stating it was a pleasure to attend the Colton City Council meeting this evening <br />and to be representing the City of Grand Terrace. <br />251 <br />Mayor Petta then read a letter dated June 5, 1979, addressed to the Mayor and City <br />Council, which stated the City of Grand Terrace is ready, willing and able to dis- <br />cuss matters mutually concerning the citizens and taxpayers of both Colton and <br />Grand Terrace, they are sincerely interested in resolving any difficulties exist- <br />ing between the two communities in the best interest of their citizens, and their <br />Council feels this meeting should be initiated at Colton's earliest convenience. <br />Mayor Gonzales thanked Mayor Petta for their interest and stated the City Council <br />will take this matter under advisement. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />General Plan <br />Planning Director Gonzales read his memorandum dated May 24, 1979, regarding a <br />public hearing held by the Planning Commission on May 22, 1979, for the purpose <br />of discussing San Bernardino County's Consolidated General Plan and its effect <br />on future development in Reche Canyon, and to hear comments from the residents <br />in this regard. <br />Mr. Gonzales advised that based on the information provided by Staff and the public <br />hearing input, the Commission recommends to the City Council that until such time as <br />the Colton General Plan can be amended and/or a specific plan can be adopted for the <br />Reche Canyon area, the City will utilize the existing zoning as the land use desig- <br />nations for the City portions of Reche Canyon and agree with the County designations <br />for -the unincorporated areas of the Canyon; therefore, these designations should be <br />reflected in the final County Consolidated General Plan. <br />Mr. Gonzales also referred to a copy of a letter addressed to Mr. Kenneth Topping, <br />County Planning Staff, from a Mrs. Clare Jean Smith, regarding a Statement of Land- <br />owners signed by a number of individuals who represent ownership of approximately <br />468 acres of land in the San Bernardino County portion of Reche Canyon within the <br />City of Colton and Colton's Sphere of Influence. <br />Mr. Gene McMeans, 12004 Glenwood, Colton, spoke to the Council Members with regard <br />to the proposed General Plan and future development.of Reche Canyon, stating the <br />designation of two parcels per acre would not be conducive to rural residential <br />and agricultural living. Mr. McMeans said the Canyon does need a specific plan for <br />future development, and suggested that the City Council consider making Environ- <br />mental Impact studies, for the Canyon area, a part of this year's budget. <br />Mayor Gonzales thanked Staff for the information and report. <br />Agreements <br />Housing Authority <br />Mr. Gonzales reported the County is asking the City Council to.reconsider its pre- <br />vious action, rejecting the Cooperation Agreement between the City and the County <br />Housing Authority allowing construction of publicly -owned housing units to be lo- <br />cated on scattered sites throughout Riverside and San Bernardino Counties, and ap- <br />prove this Agreement which would be in compliance with the existing agreement for <br />the Community Development Block Grant Program, and which includes the administra- <br />tion and implementation of the Housing Assistance Plan. Mr. Gonzales advised the <br />County has suggested .that the City may limit the number of dwelling units to ten; <br />require public hearings, make final site selection, with Staff to review plans and <br />site for compliance of all City ordinances, policies and codes. <br />Mr. Gonzales stated the Council Members have copies of the proposed Cooperation <br />Agreement and Resolution No. 3917 for consideration. <br />Miss Barbara Badger, 280 East F Street, Colton, stated that along with her regular <br />job, she assists in locating adequate housing for the handicapped, which is becom- <br />J UN 6 1979 <br />
