Miss Badger said there is a definite need for addi- <br />tional housing in Colton, especially for the handicapped. <br />Mrs. Margaret Ritz, 655 North 4th Street, Colton, spoke in strong opposition to <br />the proposed low and moderate income housing in Colton, stating the majority of <br />Colton citizens did not want this type of housing in their community. <br />Mr. Don Newcomb, representing the County Office of Community Development, spoke <br />about the proposed Cooperation Agreement, advising that the proposed sites will <br />be 4.8 miles apart and the maximum density would be a duplex, with housing avail- <br />able to all within Riverside and San Bernardino Counties. Mr. Newcomb advised <br />there is a possibility the City of Colton would be denied next year's funding if <br />this proposed housing is rejected, and the Housing Assistance Plan does indeed <br />show a need for housing in the City of Colton. <br />Councilman Rehrer asked is the City of Colton filling the need for housing under <br />our present contract. <br />Mr. Newcomb answered yes, to some extent, but not as far as renters are concerned. <br />Mrs. Mandy Karr, 1265-3/4 Mt. Vernon Avenue, Colton, also spoke in opposition to <br />the proposed housing units, stating there is a great deal of new housing and <br />apartment units being constructed on the Cooley Ranch, which should more than <br />take care of Colton's housing needs. <br />Mrs. Millie Herrera, 1405 Pennsylvania Avenue, Colton, spoke in favor of the pro- <br />posed housing, stating Federal funding is available and can be obtained for certain <br />needs in a community, and the City Council should address themselves to those needs, <br />such as adequate and sanitary housing for the low and moderate income families in <br />Colton. Mrs. Herrera continued if the Police and Fire Departments have a need, it <br />is fulfilled; the senior citizens expressed a need for community centers and certain <br />senior citizen programs, it was fulfilled. Mrs. Herrera said now it is time for the <br />City Council to fulfill the dire need for adequate housing for the low and moderate <br />income families and handicapped in our community. <br />Mrs. Herrera advised the Federal Register outlines the mandates of the Federal <br />Government with regard to funding and requirements of the local jurisdictions, <br />which obviously the City Council is not complying with. Mrs. Herrera stated the <br />City Council should give very serious consideration to what would happen in our <br />community if we were to lose federal funding and Revenue Sharing funds, and <br />jeopardize the needs of our community, because the City did not comply with the <br />housing requirements and needs. <br />City Manager Calabrese spoke about the proposed Cooperation Agreement, the contract <br />between the City of Colton and the County Office of Community Development for admin- <br />istration of the Community Development Block Grant Program, and implementation of <br />the Housing Assistance Plan in our community, stating there is a possible risk in <br />losing future funding from HUD and Revenue Sharing funds should the City choose not <br />to participate in this housing program. Mr. Calabrese said there is a need for <br />housing in our community, and therefore, the City Council must decide which avenue <br />they are going to take in this regard. <br />Mayor Gonzales read in full a letter from <br />ing the real need for adequate housing in <br />and those having to live on fixed incomes. <br />Ruth M.
