2 44 Councilman Rehrer stated he also felt it should be sent to the Planning Commission <br />for their review, as this matter of constructing tennis courts in Municipal Park <br />was discussed once before and there was a great deal of opposition from residents <br />in this regard. <br />City Manager Calabrese then read his memorandum dated May 15, 1979, to the Council <br />Members, regarding a letter received from Mr. Michael A. Morphy, President of Cali- <br />fornia Portland Cement Company, advising of the Company's donation in the amount of <br />$30,000 to the John .Gardiner Scholarship & Tennis Foundation for the purpose of con- <br />structi*n-g- a new tennis court adjacent to the ,existing courts at Colton Municipal <br />Park. The construction of the court would be at no cost to the City and the City's <br />obligation would be maintenance and upkeep after construction. Also, there will <br />be a three-day teaching clinic to be conducted by Members of John Gardiner's Tennis <br />Ranch Staff at no cost to the City or the public. <br />Additional discussion followed with regard to the proposed tennis court. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, authorizing that <br />a letter of appreciation and thanks be sent to the California Portland Cement <br />Company for their donation of proposed tennis courts adjacent to Municipal Park, <br />and that this matter be referred to the Planning Commission for their review and <br />recommendation. Unanimous vote. <br />PUBLIC HEARINGS: <br />Colton Municipal Code <br />Zoning <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no <br />protests or objections had been received. <br />Planning Director Gonzales read his report dated April 25, 1979, regarding amend- <br />ment of the Colton Municipal Code, Section 18.38.110, to include the zones of <br />C-1 and C-2 in allowing repairs and alterations to residences located in those <br />zones, provided such improvements shall not exceed in value the sum of $5,000. <br />In the event the improvements exceed $5,000, approval must first be obtained <br />from the Planning Commission and the City Council. <br />Mr. Gonzales advised that the Planning Commission held a public hearing on this <br />matter April 24, 1979, and recommended approval of the amendment to Section 18.38. <br />110 of the Colton Municipal Code, as outlined in Planning Commission Resolution <br />No. 911. <br />Mr. Gonzales concluded Staff recommends First Reading of Ordinance No. 1563 be ap- <br />proved. <br />Mayor Gonzales asked if anyone desired to speak in favor of or in opposition to <br />this matter. <br />Mrs. Esther Raya, 442 Mt. Vernon Avenue, Colton, stated she was speaking in favor <br />of the proposed amendment, as she had applied for a loan with the County Office of <br />Community Development, over $5,000, for repairs to her home, which was located in <br />a commercial zone, and which was badly needed. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to terminate the <br />Public Hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve First Reading <br />of Ordinance No. 1563, and waive further reading.
