Councilman Rehrer asked the size of the parcel involved. <br />337 <br />Mr. Brown stated he did not know the exact size of the additional parcel of land, <br />however, he showed a map to Councilman Rehrer and the other Members, indicating the <br />piece of land in question. <br />Mayor Gonzales asked if anyone desired to speak on this matter. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to terminate the Public <br />Hearing. Unanimous vote. <br />Chairman Hayes declared that the Public Hearing was terminated. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Water Division <br />City Manager Gonzales reported from a memorandum dated November 15, 1979, regard <br />- <br />a proxy vote on the La Sierra Water Company Board, and consideration of appointment <br />of Terry Lyons, who was hired as the City's Water Superintendent on July 9, 1979,. <br />to replace the City's Board representative Earl Young, due to his resignation from <br />the City. <br />(� Mr. Gonzales advised that appointment of Mr. Lyon.s to the Board will grant him a <br />proxy vote, to be valid for a period of three years, as well as signing over one <br />Q share of La Sierra stock to him. <br />Q Mr. Gonzales concluded the Proxy Statement is to be executed by the Mayor and City <br />Q Clerk, if Council concurs. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving appointment <br />of Terry Lyons, Water Superintendent, as the City's representative on the La Sierra <br />Water Company Board, granting him a proxy vote and signing over one share of.La <br />Sierra stock to him. Unanimous vote. <br />Parcel Files <br />Mr. Gonzales stated that Parcel Map No. 5289 has been reviewed by Staff and is <br />recommended for Council approval. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes. to approve Parcel <br />Map No. 5289. Unanimous vote. <br />Fees <br />Sewer Connection <br />Mr. Gonzales advised that the developers/owner of a 551 space mobile home park <br />located on 73.66 acres north of San Bernardino Avenue and east of Sycamore Avenue, <br />have requested waiver of sewer connection fees, the total connection fee being <br />$22,200. <br />Mr. Gonzales said that Staff recommends approval of this request due to the ex- <br />tensive costs incurred by sewer main extensions and storm drain improvements. <br />Mr. Paul Hsu, owner of the proposed mobile home park and representing ADR Corpora- <br />tion, stated development of the proposed mobile home park will require substan- <br />tial capital offsite improvements that will be of direct benefit to surrounding <br />properties in particular and to the City of Colton in general, and in view of this, <br />they were requesting a waiver of sewer connection fees the City would otherwise <br />charge. <br />Mr. Hsu explained the location and costs for installing water and sewer lines and <br />a storm drain system, stating that any assistance and consideration from the City <br />of Colton on the sewer connection fees would be greatly appreciated. <br />Councilman Hayes asked the land value of this park. <br />Mr. Hsu answered the land value was just slightly less than one million dollars. <br />Mr. Gonzales asked the estimated value once the property has been improved and <br />completed. <br />Mr. Hsu answered he would estimate approximately eleven to twelve million dollars. <br />nov <br />
