Councilman Rehrer asked the size of the parcel involved. 337 Mr. Brown stated he did not know the exact size of the additional parcel of land, however, he showed a map to Councilman Rehrer and the other Members, indicating the piece of land in question. Mayor Gonzales asked if anyone desired to speak on this matter. Moved by Councilman Hayes, seconded by Councilman Rehrer, to terminate the Public Hearing. Unanimous vote. Chairman Hayes declared that the Public Hearing was terminated. COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: Water Division City Manager Gonzales reported from a memorandum dated November 15, 1979, regard - a proxy vote on the La Sierra Water Company Board, and consideration of appointment of Terry Lyons, who was hired as the City's Water Superintendent on July 9, 1979,. to replace the City's Board representative Earl Young, due to his resignation from the City. (� Mr. Gonzales advised that appointment of Mr. Lyon.s to the Board will grant him a proxy vote, to be valid for a period of three years, as well as signing over one Q share of La Sierra stock to him. Q Mr. Gonzales concluded the Proxy Statement is to be executed by the Mayor and City Q Clerk, if Council concurs. Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving appointment of Terry Lyons, Water Superintendent, as the City's representative on the La Sierra Water Company Board, granting him a proxy vote and signing over one share of.La Sierra stock to him. Unanimous vote. Parcel Files Mr. Gonzales stated that Parcel Map No. 5289 has been reviewed by Staff and is recommended for Council approval. Fees Sewer Connection Mr. Gonzales advised that the developers/owner of a 551 space mobile home park located on 73.66 acres north of San Bernardino Avenue and east of Sycamore Avenue, have requested waiver of sewer connection fees, the total connection fee being $22,200. Mr. Gonzales said that Staff recommends approval of this request due to the ex- tensive costs incurred by sewer main extensions and storm drain improvements. Mr. Paul Hsu, owner of the proposed mobile home park and representing ADR Corpora- tion, stated development of the proposed mobile home park will require substan- tial capital offsite improvements that will be of direct benefit to surrounding properties in particular and to the City of Colton in general, and in view of this, they were requesting a waiver of sewer connection fees the City would otherwise charge. Mr. Hsu explained the location and costs for installing water and sewer lines and a storm drain system, stating that any assistance and consideration from the City of Colton on the sewer connection fees would be greatly appreciated. Councilman Hayes asked the land value of this park. Mr. Hsu answered the land value was just slightly less than one million dollars. Mr. Gonzales asked the estimated value once the property has been improved and completed. Mr. Hsu answered he would estimate approximately eleven to twelve million dollars. nov
