338 Mr. Gonzales stated he understands that the City of Rialto will also benefit by <br />the proposed storm drain system, and asked if the City of Rialto has contributed <br />anything towards the storm drain system. <br />Mr. Hsu answered yes, the Rialto City Council has approved a contribution of <br />$35,000 towards the storm drain system. <br />Mayor Gonzales asked after these improvements are in and complete, and if new <br />developments in that area should materialize, would this company have any re- <br />bates coming from others connecting to these improvements, or lines. <br />Mr. Hsu answered yes, that was correct, and that a reimbursement program is being <br />set up with West San Bernardino Valley Water District with regard to the water <br />lines and service; however, the sewer line and services will be totally absorbed <br />by his company. <br />After additional discussion among Council Members and Staff, moved by Council- <br />woman Cisneros, seconded by Councilman Hayes, to approve request for waiver of <br />sewer connection fees from owners/developers of proposed mobile home park as <br />outlined by Staff. Vote was unanimous. <br />Agreements <br />Mr. Gonzales presented to the Council Members a Joint Real Property Improvement <br />Agreement by and between ADR Corporation, Emerich & Company, Inc., The Clurman <br />Company, Inc., One Sheep Jumped Over The Fence, Inc., and the City of Rialto. <br />Mr. Gonzales stated these property owners have requested the City of Colton to <br />be the collecting agent for this reimbursement agreement between themselves for <br />a major storm drain system. <br />After discussion, moved by Councilwoman Cisneros, seconded by Councilman Temby, <br />to approve Joint Real Property Improvement Agreement between property owners as <br />outlined. Unanimous vote. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve appoint- <br />ment of Sue Diaz and A. Duane Kendall as Student Commissioners to the Recreation <br />and Parks Commission for the 1979-80 school year. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Transportation <br />City Manager Gonzales reported from his memorandum dated November 15, 1979, advis- <br />ing that the Agreement with the City's Dial -A -Ride operator, Yellow Checker Leas- <br />ing, Inc., expires December 5, 1979, and since time is of the essence, Staff recom- <br />mends renewal of the Agreement with the following stipulations: <br />1. The Agreement terminate on June 30, 1980, to coincide with the City's <br />fiscal year and allow for further study of the City's transit needs. <br />2. That Saturday service be considered for a trial period of sixty (60) <br />days to ascertain ridership, farebox statistics, and public response. <br />3. Service on Monday through Friday to continue as directed by City Council <br />action of March 20, 1979, utilizing one vehicle as backup. <br />4. The hourly operating rate be increased from $11.00 to $14.00 as current - <br />1"y being charged the City of San Bernardino. The company currently re- <br />tains all fares collected, however, th.e City would retain all fares under <br />the proposed agreement. <br />5. That upon receipt of the new vehicles (estimated delivery in January, 1980) <br />the rental rate be increased to $1.50 per operating hour per vehicle. <br />Mr. Gonzales also referred to a detailed report dated November 13, 1979, from the <br />City Auditor on this matter. <br />Mr. Gonzales concluded that Staff recommends the Mayor be authorized to sign <br />the Agreement with Yellow Checker Leasing, Inc., as outlined. <br />Nil 0 V 0 19 79 <br />
