355 CITY ATTORNEY'S REPORTS AND RMCOMMENDATIONS : PERSONNEL - RETIREMENT Social Security City Attorney Edwards reported that Resolution No. 3965 relating to providing benefits to certain salaried employees replacing Social Security Benefits is shown on tonights' agenda, however, on request of the Employee Association it is recommended that this resolution not be considered tonight and that it be withdrawn pending further review of this item by the Association. On Council consensus, Resolution No. 3965 was withdrawn from the agenda. PERS Contract City Attorney Edwards reported the process to amend the contract between the City and PERS includes a disclosure of the cost, this (Y� reported in October as 1.443% of payroll - annually at the current rate, $28,895 and included a 1959 Survivors program. Since that time, the 1959 Survivors Program has been eliminated and the reduced cost is now being reported as 443/0 of payroll and $8,870. Mr. Edwards continued saying, prior to adoption ion of a g P p n ordinance to amend the City's contract with PERS a resolution of intention must be adopted, therefore staff recommends adoption of Resolution No. 3966. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Resolution No. 3966. Unanimous vote. ELECTIONS April 8. 1980 Gen. Mun . City Attorney Edwards explained Resolution No. 3967 pertains regulations for candidates for elective office and material to be submitted to the electorate. Moved by Councilman Temby, seconded by Councilman Rehrer, to approve Resolution No. 3967. Unanimous vote. RESOLUTION NO. 3967 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE, PERTAINING TO MATERIALS SUBMITTED TO THE ELECTORATE AND THE COSTS THEREOF FOR THE GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON TUESDAY, APRIL 8, 1980. CITY CODES National Electric Code City Attorney Edwards recommended the City Council adopt the current edition of the National Electrical Code, 1978 Edition, as well as the 1975 Edition of the Uniform Wiring Code which remains in effect. Ordinance No. 1577 was submitted for first reading. Moved by Councilman Rehrer, seconded by Councilman Temby to pass first reading of Ordinance No. 1577. Unanimous vote.
