Federal Funds/HCDA <br />Res. No. 4018 <br />Mayor Gonzales declared the Public Hearing open. <br />439 <br />Planning Director Trevino reported that no protests or objections had been received. <br />Mr. Trevino stated the public hearing this evening is to consider reprogramming <br />Housing and Community Development Block Grant Funds, previously allocated to a <br />three-year plan for street improvement projects and sewer and storm drain projects, <br />to be used for a 1,500 square foot addition to the Peter Luque Center located in <br />Veterans Park. Mr. Trevino advised that space at the Center is currently being <br />leased by the County for health services, however, the American Medical Association <br />has informed the City that in order for them to continue their services at this site, <br />more space would be required. <br />Mr. Trevino continued that the cost for -the addition to the Peter Luque Center <br />would be approximately $80,000, which could be accomplished by reprogramming <br />$55,000 from the Street Improvement Project, leaving a total of $310,907 for <br />this program, and reprogramming $25,000 from the Storm Drain Project, leaving a <br />total of $122,115 for that program. <br />0) Mr. Trevino said there has been sufficient public input and participation on this <br />(� matter, and, if Council concurs, it would be in order to adopt Resolution No. 4018, <br />authorizing the reprogramming of these HCDBG funds. <br />Q Mayor Gonzales asked if anyone in the audience desired to speak on this matter. <br />Q <br />Q Speaking in favor of the reprogramming of HCDBG funds for the expansion of the <br />Peter Luque Center and enlargement of the medical facilities and clinic were the <br />following: <br />Mrs. Helen Foulke - reading a letter of support from Father Gustavo Benson, San <br />Salvador Church. <br />Miss Maria Elena Gonda - reading a letter of support from the Raza Health Alliance <br />of the Inland Counties. <br />Mrs. Bea Hernandez, Director, Peter Luque Multi -Service Center, Colton. <br />Mr. Ray Abril, Jr., 330 East "N" Street, Colton. <br />Dr. Merrill Werblun, Chairman of the Family Practice Department for San Bernardino <br />County. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to terminate the Public <br />Hearing. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution <br />No. 4018. Vote was unanimous. <br />RESOLUTION NO. 4018 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, <br />RE -ESTABLISHING -PROJECT PRIORITIES UNDER THE HOUSING AND COMMUN- <br />ITY DEVELOPMENT BLOCK GRANT. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Tract Files <br />No. 10306 <br />Director of Community Services Calvin Wang reported that all street improvements <br />for Tract No. 10306, consisting of 69 lots located west of Hunts Lane, north of <br />Cooley Lane and east of Interstate 15, have been completed in accordance with <br />City requirements. Mr. Wang said Staff recommends that Tract No. 10306 be ac- <br />cepted into the City maintained system and that the developer's cash guarantee <br />account be reduced to reflect the amount of work that has been completed. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving and ac- <br />cepting Tract No. 10306 and the recommendations as outlined by Staff. Vote was <br />unanimous. <br />Tract Files <br />No. 10275 <br />Mr. Wang advised that all improvements for Tract No. 10275, located west of La <br />Cadena Drive, east of Rosedale Avenue.Letween Palm and La Loma Avenue, have been <br />completed in accordance with the City's requirements, and Staff recommends that <br />this Tract be accepted into the City maintained system and the subdivision im- <br />provement bonds be released. <br />JUL i mo <br />
