Unanimous vote. <br />Assessment Districts <br />City Treasurer Margaret Berkebile stated the Council Members have copies of <br />recommended Instructions and Procedures and Departmental Responsibilities re- <br />lating to Division of Land and Assessment as prepared by herself, Acting Direc- <br />tor of Finance Ruby Andengaard, and Director of Community Services Calvin Wang. <br />Mrs. Berkebile said if any of they Council Members have any questions, she would <br />be happy to answer them. <br />Mr. Wang stated there is also a resolution for consideration and approval estab- <br />lishing fees for processing land and assessment divisions. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution <br />No. 4015, together with Instructions and Procedures and Departmental Responsibilities <br />as presented. Unanimous vote. <br />RESOLUTION NO. 4015 - RESOLUTION OF THE -CITY COUNCIL ESTABLISHING A FEE FOR PROCESS- <br />ING LAND AND ASSESSMENT DIVISIONS PURSUANT TO THE PROVISIONS <br />OF THE "IMPROVEMENT BOND ACT OF 1915" AND THE "IMPROVEMENT ACT <br />OF 1911". <br />Governmental Agencies <br />SANBAG <br />Mr. Wang advised that the City of Colton's allocation of SB -325 funds for the fiscal <br />year 1980-81 will be $290,897, as determined by SANBAG. Mr. Wang stated that an <br />amount of $150,495 will be set aside for transit assignment for transit service within <br />the City of Colton, and the remaining $140,402 will be used for the City's road and <br />highway use under Article 8 of SB -325 - <br />Mr. Wang concluded Staff recommends approval of Resolution No. 4016, authorizing a <br />claim for the road and highway funds for the City of Colton. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution <br />No. 4016. Unanimous vote. <br />RESOLUTION NO. 4016 - A RESOLUTION OF THE CITY OF COLTON, SAN BERNARDINO COUNTY, STATE <br />OF CALIFORNIA, AUTHORIZING A CLAIM FOR SB 325 ROAD AND HIGHWAY <br />FUNDS FOR THE CITY OF COLTON. <br />Community Services/Engineering Files <br />Res. No. 4017 <br />Mr. Wang reported that five separate developments, totaling 278 acres, in the area <br />west of Pepper and north of Valley Boulevard are currently faced with the problem <br />of finding a drainage outlet for their -various phases of development. Mr. Wang <br />indicated the five developments and the respective acreages involved. <br />Mr. Wang continued that several meetings have been held with the State Department <br />of Transportation, CALTRANS, and the San Bernardino County Flood Control District <br />concerning the proposed Valley Boulevard storm drain system discharging into their <br />facilities, and it has been tentatively agreed upon that no more than 300 CFS of <br />storm flow be conveyed into a new District facility, to be known as "Rialto Channel", <br />which will be constructed this year, this approval being conditioned upon the City <br />of Colton not increasing the amount of flow beyond the said 300 CFS. <br />Mr. Wang advised that CALTRANS and the District have requested a formal resolution <br />be adopted indicating this limiting factor, and Staff has prepared such a resolu- <br />tion for Council's consideration and approval, so that the aforementioned develop- <br />ments in West Colton can proceed forward as planned. <br />Councilwoman Garcia expressed concern over the limiting of development in the West <br />Colton area, due to this restriction, and the possibility of future problems with <br />developers. <br />Mr. Wang stated until the new District facility, the Rialto Channel, can be construct- <br />ed and completed to resolve the down stream drainage problem that exists in that area, <br />the limiting capacities and conditions of storm flow would have to be controlled for <br />proper existing developments and future developments. <br />Acting City Manager Elliott said he felt it should also be noted that these restric- <br />tions are being placed on the City of Colton by CALTRANS and the District. <br />J U L 11980 <br />
