414 PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Planning Commission Resolution No 949 <br />CUP, Jamshed Farooque, C-10-80 <br />Planning Director, Mr. Robert Trevino, reported the request filed by Mr. Jamshed <br />Farooque for a Conditional Use Permit to obtain a service station on property <br />located at 833 West Valley Boulevard was approved by the Planning Commission <br />subject to 10 conditions. <br />Council asked Mr. Farooque, present in the audience, if he was aware of the ten <br />conditions and agreeable to them. Mr. Farooque replied yes to both questions. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to approve Planning <br />Commission Resolution No. 949. Unanimous vote. <br />Planning Commission Resolution No 950_ <br />CUP, John and Sylvia Harrison, C-12-80 <br />Planning Director Trevino reported the Harrisons' request for a Conditional Use <br />Permit to expand a use to include hair care on property located at 23176 Washington <br />Street was approved by the Planning Commission subject to one condition. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approved Planning <br />Commission Resolution No. 950. Unanimous vote. <br />RECREATION AND PARKS COMMISION REPORTS AND RECOMMENDATIONS <br />Colton Plunge <br />Rates and Hours <br />Recreation Director Mr. Lofy presented the recommended hours and rates for operation <br />of the Colton Municipal Plunge which has an anticipated opening date of June 16. <br />Mr. Lofy stated the City Council might wish to consider revising the prices to <br />conform with that of the Colton Unified School District Pool. Mr. Lofy said if <br />Council so desired, he would recommend that the revision be from 1 year old to <br />17 years 50� per person and 18 years and over $1.00 per person. <br />After brief discussion, moved by Councilman Rehrer, seconded by Councilwoman Garcia, <br />to accept the recommendation of Mr. Lofy on the hours and prices for operation of <br />the Colton Municipal Pool, including 50� per person for 17 years and under and $1.00 <br />per person for 18 years and over. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS <br />TRANSPORTATION <br />CALTRANS Sound Barrier <br />Acting City Manager Elliott reported that CALTRANS is proposing the construction <br />of a sound barrier on Interstate 10 from Pennslyvania Avenue to Rancho Avenue <br />on the north side of the freeway and that all costs for the project would be the <br />responsibility of CALTRANS. <br />Mr. Ken Bandow, CALTRANS Representative, reviewed the proposed construction project <br />stating the purpose is to construct a sound barrier to protect the adjacent <br />residential receptors between Rancho Avenue and the Colton overhead along the <br />north side of Route I-10. Mr. Bandow said there are twenty-one residences located <br />within approximately one-half block of I-10 between Rancho Avenue and Pennsylvania <br />Avenue which are directly impacted by freeway traffic noise. <br />Mr. Bandow said after contacting the 21 residents and receiving no adverse objections, <br />a study was conducted on the noise levels; the study found the noise level recordings <br />exceeded acceptable standards and as such, the proposed construction project was <br />drafted. <br />Mr. Bandow concluded by indicating the color and type of material to be used and <br />the location, height and placement of the sound barrier wall. <br />Mayor Gonzales thanked Mr. Bandow for his presentation. <br />JUN -, <br />
