At that point, Council Members stated they had no copies of the Engi- <br />neer's Report, and would like some made available to study. <br />Mr. Wilson stated he would see that the Council Members were supplied <br />with these copies. Mr. Wilson also referred to two resolutions for <br />adoption by the Council, relating to the District. <br />Mayor Huntoon asked if there was a time element involved in this matter <br />or could it be continued to the next regular Council Meeting. <br />Mr. Wilson replied they would have no problem with that. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to termi- <br />nate the Public Hearing. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to <br />continue the Public Hearing on the Landscaping and Lighting Maintenance <br />District No. 1 to Tuesday, July 16, 1985, at 7:30 p.m. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Colton Joint Unified School District <br />Dr. Donald G. King made a presentation to the Council Members on his <br />report regarding Declaration of Impaction for the Colton Joint Uni- <br />fied School District, advising that Colton Joint Unified School Dis- <br />trict is, in fact, impacted. Mr. King referred to enrollment figures <br />from 1983 to 1985, and projected enrollment figures from 1985 to 1988. <br />Mr. King stated the school district should anticipate a problem in <br />housing students from 1985 through 1990, and there are no classroom <br />facilities available in nearby districts that could be utilized by the <br />Colton School District. <br />Dr. King then discussed generation ratios and fees, as outlined on <br />Pages 7, 8 and 9 of his report, advising the fee formula they utilized <br />was an average cost of $70,000, with a classroom capacity of 30 student <br />which would give you a fee of $2,122.17 per single family dwelling unit <br />and $1,230.60 per multiple family units. Dr. King stated that the <br />Colton School District apparently had based their costs on a more ex- <br />pensive portable unit compared to the actual costs experienced by the <br />Rialto School District. Dr. King reported the higher costs were used <br />in the District's impaction report, although they had no binding bid. <br />Discussion then followed among Council Members and Dr. King with regard <br />to the report, generation of students, fees, etc. <br />Mr. Daniel Carrasco, Director of Special Projects, Colton Joint Unified <br />School District, spoke to the Council Members with regard to the Declar <br />ation of Impaction, stating it had been a pleasure working with Dr. <br />King and City Staff, and he felt the report was very accurate and well <br />done. Mr Carrasco responded to Dr. King's statement on the portable <br />units, stating that Rialto had utilized wooden structures with no water <br />or plumbing services provided; however, Colton was looking at metal <br />structures with water facilities, and would be happy to obtain binding <br />bids. <br />City Manager Elliott then advised that two resolutions had been prepar- <br />ed for Council's consideration and approval relating to the Declaration <br />of Impaction and proposed fees. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Resolution No. 4629. Unanimous vote. <br />RESOLUTION NO. 4629 <br />- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON FIXING A SCHOOL FACILITIES FEE IN THAT <br />PORTION OF COLTON IN THE COLTON JOINT UNIFIED <br />SCHOOL DISTRICT. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Resolution No. 4630.
