RESOLUTION NO. 4608 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING RULE IX, SECTION 4A, OF RESOLU- TION NO. 2240, PERSONNEL RULES AND REGULATIONS FOR THE CITY OF COLTON. COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: Water Division Transfer of Funds Acting Director of Community Services John Hutton reported on a request for transfer of funds in the Water Division's Miscellaneous Account to purchase water meters for new developments and replacement of non -funs tioning meters. Mr. Hutton advised the account is $30,000 short, and { the Water Division will not be able to fill requests for water meters already paid for, due to high demand. Mr. Hutton outlined two recommendations for Council's consideration re- garding the transfer of funds into the Water Division's account for the purchase of the necessary water meters. Moved by Councilman Rios, seconded by Councilman Rehrgr., approving and allowing the Water Division to transfer funds whenever necessary for the purchase of additional water meters, upon the approval of the De- partment Head and the City Manager, utilizing the transfer forms pre- viously approved by Council. Unanimous vote. Special Assessments Res. No. 4610 Mr. Hutton stated he had a last minute item which necessitated Council approval, regarding Lighting and Landscaping Maintenance District #1 and Annexation #1, and setting this matter for Public Hearing on July 29 1985. Mr. Hutton then read in full Resolution No. 4610. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve Resolution No. 4610. Unanimous vote. RESOLUTION NO. 4610 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON DECLARING ITS INTENTION TO SET A PUBLIC HEARING FOR PROTESTS RELATED TO THE ANNUAL LEVY- ING OF ASSESSMENTS FOR THE LIGHTING AND LAND- SCAPING MAINTENANCE DISTRICT #1 AND ANNEXATION #1. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Colton Joint Unified School District Res. No. 4609 Mr. Robert Rich, Director, Administrative Services for Colton Joint Unified School District, 1212 Valencia Drive, spoke to the City Council regarding the School Impaction Report for the Colton School District, advising the School Board had considered other alternatives, such as double sessions, however, decided this was the most feasible way to go. Mr. Rich stated they were hopeful that the City Council would approve the impaction report and notify builders that impaction fees have been requested by the Colton Joint Unified School District which would apply to all building permits issued. City Manager Elliott said Staff recommends the impaction procedures used with the Rialto School District be implemented for the Colton School District, as requested by Mr. Rich. Mr. Elliott advised a resolution has been prepared which will initiate the process. Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to ap- prove Resolution No. 4609. Unanimous vote.
