123 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received, and referred to a <br />letter from the applicants requesting a continuance of the public hear- <br />ing. <br />Planning Director Aguilera reported on a letter dated November 12, <br />1985, from Joseph E. Bonadiman & Associates, Inc., requesting a two <br />month continuation on File Index Nos. A-2-84 and G-2-84, advising <br />Staff recommends this matter be continued to the Council Meeting of <br />January 21, 1986. <br />Mayor Huntoon stated this is a public hearing and did anyone present <br />desire to speak on this matter. <br />Mr. Richard Yost, 23247 Barton Road, Colton, advised that a petition <br />had been presented at the Planning Commission hearing in opposition <br />to the requested zone change, containing approximately 25 signatures <br />from adjacent homeowners. Mr. Yost then presented the petition to <br />the City Council, stating the reasons outlined in the petition for <br />O recommending denial. <br />Others speaking in opposition to the zone change request were the <br />following: <br />co Mrs. Diana Fry, 23251 Twin Canyon Drive, Colton. <br />Q Mrs. Beverly Makeleo, 23292 Hilltop Drive, Colton. <br />Mr. John Stone, 23215 Hilltop Drive, Colton. <br />Mrs. Sylvia Winters, 23246 Barton Road, Colton. <br />Speaking in favor of the zone change request and proposed development, <br />and on behalf of the applicants was: <br />Mr. Charles Ware, Attorney. <br />Councilwoman Garcia questioned the applicant's request for a continu- <br />ance and if the Council was going to act on that request. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to close the <br />Public Hearing. <br />City Attorney Edwards advised this would be an improper motion if the <br />Council was going to consider a continuance. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to rescind <br />the former motion and second, and grant the continuance of the Public <br />Hearing for Index Nos. A-2-84 and G-2-84 to Tuesday, January 21, 1986, <br />as requested. Unanimous vote. <br />Zoning/General Plan Amendment <br />Ord. No. 1693 & RAs. No. 4685 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Planning Director Aguilera reported on a zone change, from RE to R-3, <br />and a General Plan Amendment, from Estates Density to High -Density <br />Residential, on property located approximately 1,500 feet south of the <br />intersection of Reche Canyon and Barton Roads, on the east side of the <br />road, containing approximately 9.25 acres of vacant, sloping land, as <br />requested by the applicant, Interwest Medical Corporation. <br />Mr. Aguilera continued the applicant proposes to construct a 124 bed <br />convalescent hospital, and has also requested a conditional use permit <br />as required by the Code. In reviewing this proposal, the Planning Com- <br />mission determined that a Sensitive Development Area zone overlay be <br />added to the zone change portion of the application. <br />NOV 19 MS <br />
