<br />'City Clerk Ramos submitted the Affidavit of'Publication and reported
<br />property owners in the area opposed to the rezoning, had submitted
<br />a petition of '40 pages and approximately * one ream of paper consisting
<br />of indivivallq signed letters in opposition.
<br />Planning Director Aguilera reported the Applicant owns 83+/- acres
<br />of vacant land generally located on the northwest corner of Hunts
<br />Lane and Barton Road. The applicant proposes to change the zone
<br />from R-1 to R-3, R-2, and C-1 in order to comply with the General
<br />Plan.'

<br />Mr. Aguilera stated the Planning Commission considered this item
<br />on July 23, 1985, and has recommended denial as per Planning Com-
<br />mission Resolution'No. 2047, based on the findings noted therein.
<br />Mr. Aguilera continued if Council concurs with the Planning Com-
<br />mission recommendation,` a motion to adopt Resolution No. 4649 would
<br />be in order.
<br />Magor Huntoon stated in order to expedite this matter and still
<br />Mr.` Katz thanked the Planning Director, Mr. Aguilera and RDA Adminis-
<br />trative Assistant, Mrs. Thornberry for their cooperation and assistance
<br />throughout this project.
<br />Mr. Bill Addington, of J.F. Davidson'& As'socia'tes reviewed the pro-
<br />ject area, pointing out the location and the existing development and
<br />zoning of the surrounding areas.
<br />Mr. Merlin Barth, Architect, addressed the proposed development,
<br />indicating the location of medium density and high density residential
<br />areas, and the commercial area. Mr. Barth said -in actuality, each
<br />would be a community of its own; with landscaping and walled areas,
<br />parking onsite and recreation areas. Mr. Barth also pointed out
<br />the realignment of Hunts Lane to be done along with the project.
<br />Speaking in opposition were Mr. Brad Henderson, 896 Smokewood. Mr.
<br />Henderson showed the Council one of his drawings, stating that about
<br />90% of the borders surrounding the proposed project, consist of R-1,
<br />Single Family Homes and R -E, Residential'Estates. Mr. Henderson
<br />said the 1981' General Plan is merely a guideline and that there are
<br />many properties not in conformance Mr. Henderson handed each of
<br />the Council Members the same signature packet previously filed with
<br />the City Clerk. Mr. Henderson stated'this represented over 1,000
<br />signatures of concerned property owners, who are calling upon their
<br />Elected Officials to act in their best interest.
<br />Mr. Ralph Kilborn, Rt., Box 393, Colton stated the General Plan is
<br />a guideline, that is why it needs to be updated every 5 years. Mr.
<br />Kilborn said too many apartments already exist in the the Cooley
<br />Ranch area and he is very concerned with the traffic problems.
<br />Mr. `Reed Pendleton,'924 Oak Glen Lane,I said the Council could look
<br />at this from a long or short range term. Mr. Pendleton said the long
<br />range term considers the property owners who are concerned and are
<br />involved in their community as demonstrated here tonight. The short
<br />range term are those people who are not as supportive because they
<br />have little invested.

<br />`the City's laws. He is not asking for

<br />to the General Plan. His request is
<br />not for anything different,
<br />nor is it for less than conformance with
<br />the General Plan adopted by
<br />the City. Mr. Katz stated that although
<br />the Planning Commission saw
<br />fit to deny this request, he would hope
<br />the Council would correct this action.
