170 <br />RESOLUTION NO. R-43-86 - <br />Moratorium <br />Ord. No. 0-6-86 <br />WEED ABATEMENT, FINDING, DETERMINING AND <br />DECLARING INSUFFICIENT OBJECTIONS OR PRO- <br />TESTS TO THE REMOVAL OF PUBLIC NUISANCE. <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been given. <br />Planning Director Aguilera reported on an extension of the moratorium <br />of the West Valley Redevelopment Project Area, which would prohibit all <br />residential construction within the area and enable Staff and the Plann <br />ing Commission to make concurrent studies of the City's General Plan. <br />Mr. Aguilera advised the Planning Commission has been considering the <br />possibility of rezoning this area to Industrial Park, which would allow <br />light industrial uses as well as most types of commercial uses. <br />Mr. Aguilera continued the General Plan consultants have stated the <br />land currently zoned for apartments or condominiums would probably <br />develop faster under this designation, and the industrial zoning would <br />delay development due to the abundance of industrial land in the area <br />from Ontario to Colton. Mr. Aguilera stated both types of development <br />have the potential of providing revenue to the City in the form of in- <br />creased property taxes, however, the commercial/industrial development <br />will also provide sales tax revenues and jobs. Mr. Aguilera advised <br />Staff is aware that the 2,629 new apartment units under construction, <br />approved, or recently completed, are having difficulty in reaching maxi- <br />mum vacancy levels, and the City is concerned that these units will <br />soon deteriorate and cause a drain in City resources. <br />Mr. Aguilera stated the emergency moratorium Ordinance, No. 0-5-869 <br />which as adopted on February 18, 1986, will -expire on April 4, 1986. <br />Mr. Aguilera said the proposed extension, Ordinance No. 0-6-86, will <br />be in effect for a period of one year, during which time the General <br />Plan will be adopted. <br />Mr. Aguilera concluded Staff recommends adoption of Ordinance No. <br />0-6-86, extending the moratorium. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Mr. Wilford Sklar, 5904 Copperfield Avenue, Riverside, advised that no <br />notice was received on the proposed redevelopment area, or about the <br />moratorium. Mr. Sklar stated the drainage problem along Pepper Street, <br />near his property, has not been solved, and he feels that industrial/ <br />commercial development would down -grade the values of properties in <br />the area. <br />Mr. Robert K. O'Connor, 30545 Mirasall, Redlands, spoke on behalf of <br />Coldwell Banker advising they have interests in the area of Valley <br />Boulevard and San Bernardino Avenue. Mr. O'Connor stated the highest <br />and best use for this property is residential, apartments and condos, <br />and that it is very difficult to market industrial land in Colton at <br />this time, industrial property has not been leased to its fullest. <br />Mr. Wes Hayden, 279 West Litton Avenue, Colton, spoke in favor of the <br />moratorium, stating the City should slow down a little bit and make <br />sure that City services are not being overloaded. <br />E, <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to terminate <br />the Public Hearing. Unanimous vote. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to adopt <br />Ordinance No. 0-6-86.
