171 Impaction Report Police &Fire Protection Mr. Michael F. Whipple, 30131 Town Center Drive, Laguna Niguel, Cali- fornia, made a presentation to the Council Members with regard to pro- viding police and fire protection to proposed developments by estab- lishing a Mello -Roos Community Facilities District to finance a por- tion of these City services to the residential developments. Mr. Whipple stated in utilizing legislation pursuant to the Mello -Roos Community Facilities Act of 1982, an election would be held, requiring two-thirds vote of the electorate, after which a special tax can be levied to pay for those police and fire services. Mr. Whipple said this tax would be authorized only in those areas which are currently developing to provide this protection. Mr. Whipple said there are presently ten different parcels, property owners, that have expressed an interest in participating in such a district. LO Councilman Rios asked where and when would this voting take place and 0 under whose jurisdiction. 00 Mr. Whipple answered it would be under the City'sj urisdiction and Q would be conducted by the Registrar of Voters, a mailed ballot that would be sent to the electorate, the designated property owners. Councilman Rehrer stated he was concerned about the on-going expenses and would these be covered under the Mello -Roos Act. Mr. Whipple answered that was the purpose of the Act. Councilwoman Garcia stated the City would still have an on-going cost in manning these Stations. Mrs. Garcia said she was also concerned about providing police and fire services to areas outside of the City. Councilwoman Cisneros stated she would like to know if the election process could be handled in-house by our City Clerk's Office. After additional discussion, moved by Councilman Rehrer, seconded by Councilwoman Garcia, to continue this matter to the next regular Council Meeting. Unanimous vote. ? .( , ,3 .t 1 t, Agua Mansa Enterprise Zone Committees City Attorney Edwards referred to a memorandum dated March 26, 1986, regarding the formation of a Neighborhood Economic Advisory Committee to study implementation of the South Colton specific plan area. Mr. Edwards stated it is recommended each Council Member select three persons from the South Colton area to make up the Committee, and sub- mit these names at the next regular Council Meeting. Colton Cablevision, Inc. Res. No. R-44-86 City Attorney Edwards reported on a request from Colton Cablevision, Inc., to allow the assignment of contract as collateral security to Heller -Oak Communications Finance Corporation, and another document entitled Assignment of Contract as Collateral Security, which would allow Colton Cablevision to receive 2.7 million dollars to be used to complete the west side of Colton wiring project, plus other areas in the City. Mr. Edwards concluded if Council concurs with this request, adoption of Resolution No. R-44-86 and approval of the contracts would be in order. APR 11986
