154 <br />Mr. Aguilera said before considering Resolution No. R-17-86, approv- <br />ing the General Plan Amendment, the Council should consider Second <br />Reading of Ordinance No. 0-2-86, and also approval of the Specific <br />Plan. <br />Mayor Huntoon asked if anyone desired to speak on this matter. <br />Mr. Jeffrey D. Smith, Attorney, 3845 Orange Street, Riverside, stated <br />he was speaking on behalf of his client, Mr. R. A. Erwin,"a property <br />owner in the area in question, and they were opposing the recommended <br />changes as they are inconsistent with amendments made in 1981. Mr. <br />Smith said an M-1/industrial zoning would be.more conducive -to that <br />area, not an agricultural use which would tend to reduce the property <br />values. <br />Mr. Dennis Hansberger, 1323 West Colton Avenue, Redlands, spoke about <br />the Agua Mansa Industrial Corridor Specific Plan stating they have no <br />intentions of disallowing in the project a similar land use on the <br />land south of Agua Mansa Road. Mr. Hansberger stated the problem is <br />that the property in question is in a 100 -year flood plain zone and <br />the only use is that of agricultural. Mr. Hansberger said the physi- <br />cal constraint of the site does not lend itself to industrial use. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to close <br />the Public Hearing. Unanimous vote. <br />City Attorney Edwards then explained there were several items to con- <br />sider for approval and adoption, first of all to waive further read- <br />ing of Ordinance No. 0-2-86 and adopt Second Reading; also approval <br />of Resolution No. R-17-86, and approval of the Specific Plan. <br />City Attorney Edwards then read Ordinance No. 0-2-86 in full. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to pass <br />Second Reading and adopt Ordinance No. 0-2-86. Upon Roll Call Vote, <br />the motion carried, with Councilwoman Garcia voting NO. R-17-86 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON AMENDING THE 1981 CITY OF <br />COLTON GENERAL PLAN. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, making Find- <br />ings and adopting Statements of overriding considerations regarding <br />the Environmental Effects of the Agua Mansa Industrial Corridor Speci- <br />fic Plan. Upon Roll Call Vote, the motion carried with Councilwoman <br />Garcia voting NO. <br />Zoning <br />Ord. No. 0-4-86 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Planning Director Aguilera reported on a zone change requested by <br />Daniel Evans for Edith R. Wolfe, et al, from R-1 to Business Park, <br />on property located north of Fairway Drive and east of Warm Creek <br />Channel to the City limits. Mr. Aguilera stated the proposed zoning <br />is consistent with the General Plan and the surrounding zoning and <br />uses. Mr. Aguilera concluded the Planning Commission recommended ap- <br />proval of the change of zone as outlined in Planning Commission Reso- <br />lution No. 2077. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />FEB 18 1986 <br />
