;,,g�.w�,nveeeeprerypi n n aimr e_r , <br />._.... _ . <br />139 <br />Personnel/Labor Relations <br />Mr. Jim Meith, Staff Representative, San Bernardino Public Employees <br />Association, made a presentation to the Council Members stating he is <br />representing employees of the Management/Confidential, Electric and <br />General Units, and there is great concern about the City's announced <br />intention to implement the Ralph Anderson Compensation Survey in a <br />manner that is contrary to the intent and language of applicable <br />Memorandum of Understanding. <br />Mr. Meith continued there are serious concerns about the City's intent <br />to carry out the implementation of this Salary Study on a total com- <br />pensation basis, which is in 180 degree opposition to the Contract <br />which was signed for these Units, and specifically states that the <br />salaries will be adjusted so as to equal the average salary paid to <br />individuals occupying counterpart classifications within the surveyed <br />entity. Mr. Meith said the compensation and salary survey should be <br />carried out with the intent of the contract. If the City Council <br />to implement this on a total compensation basis, as outlined by Staff, <br />we would have no alternative but to continue our negotiations with the <br />City in an adversary position. Mr. Meith advised that the employees' <br />morale has been very severely impacted by this study, there are incon- <br />sistencies in this study, inaccuracies, contradictions, and many other <br />(� problems relating to this Study. <br />LDo Mr. Meith advised that the Appeal procedure relating to this Study is <br />very one-sided, as pointed out to Staff, in that the employees must <br />CO file their Appeals with the City Manager, and, with all due respect to <br />Mr. Elliott, Mr. Elliott has already had a great deal of input into <br />this Study, and we see that as a rather one-sided Appeal procedure. <br />Mr. Meith concluded the Association does not want to continue negotia- <br />tions in an adversary mode, and they are hopeful that this matter can <br />be resolved on an equitable basis, rather than having to resort to <br />possible future legal procedures. <br />Mayor Huntoon thanked Mr. Meith for his presentation and stated the <br />City Council would not be making a determination at this point. <br />Luque Center <br />City Manager Elliott referred to a letter from Pastor Ray Gonzales, <br />The Rock Church, requesting use of the Luque Center on the evenings <br />of January 30 through February 1, 1986, for a three -night rally to <br />reach alcoholics and drug addicts through preaching, testimony, <br />Christian music, etc. Mr. Elliott also referred to a memorandum from <br />Recreation Director, Max Lofy, recommending denial of this request. <br />Councilwoman Cisneros stated that because this is very important <br />work that is being done by Pastor Gonzales, she felt Staff should <br />attempt to work with Pastor Gonzales on this matter, possibly obtain <br />another location. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, di- <br />recting Staff to work with Pastor Gonzales in obtaining a location <br />for his rally at outlined. Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Tract Files <br />Acting Director of Community Services John Hutton read his memorandum <br />regarding approval of Tract Nos. 12563 through 12566, and approval of <br />a proposed Agreement for construction and installation of off-site <br />water and sewer facilities for developers Martin Matich and Nick <br />Coussoullis. <br />Mr. Hutton said Staff recommends the City Council consider the follow- <br />ing: <br />1. Approval of the proposed Agreement waiving fees for Tract Nos. <br />12563 through 12566 for the required off-site improvements. <br />JAN 21100c <br />w <br />
