4u: <br />Bernardino Avenue. Mr. Sklar inquired as to why his property was left out <br />of the Proposed Project. Mr. Sklar said he has owned the property for 15 <br />years and has had a Tentative Map for 70 condominiums, which he has been <br />unable to construct due to the flood control problem and the building mora- <br />torium. Mr. Sklar said by being included in the project, there would be <br />funds available to him to take care of the drainage problems. Mr. Sklar <br />asked if it would be possible to be included in the proposed project. <br />Redevelopment Manager Thornberry informed Mr. Sklar that as of January <br />1984, California Redevelopment Law was amended to include a requirement <br />that a redevelopment project area be predominantly urbanized. Mrs. <br />Thornberry said the project must consist of 80% developed land, includ- <br />ing previously developed property and not more than 20% vacant land. <br />Mrs. Thornberrystated after analyzing the survey area there was a ud <br />y g y j g +ir <br />meet call made as to what parcels would be included, as there was an <br />excess of vacant land. Mrs. Thornberry said the public improvements, in <br />particular the flood control facility, will certainly benefit Mr. Sklar's <br />property and will reduce the cost to any property, inside and outside <br />the project area, as far as future assessments that might have to be <br />lieved for that flood control facility. <br />After further discussion regarding a 10 to 12 month delay to amend the <br />project should Mr. Sklar's property be included, Mr. Sklar stated he <br />was not oppposed to the project and would not like to see a delay. <br />Mr. Don Morrison, 1100 Coloma Rd., Placerville, Ca. asked why the area <br />along Valley Boulevard was designated medium density residential? <br />Redevelopment Manager Thornberry replied the Redevelopment Plan conforms <br />to the City's General Plan and the current General Plan use. <br />Mr. Richard McCalfin, 1509 Illinois Avenue, Fairmont, Ca., one of the owners <br />of five acres along Eucalyptus Avenue, stated they are commercial/industrial <br />builders and are in favor of the project, and assistance with improve- <br />ments will help them in proceeding with an Industrial Park Development. <br />Mayor Huntoon asked all persons withing to comment on the EIR to come <br />forward. No one addressed the Council and Agency. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to close <br />the public hearing. Unanimous vote. <br />Chairperson Cisneros declared the Redevelopment Agency public hearing <br />closed. <br />Mr. Dan McCue, Agency Counsel, stated at this time, if the City Council <br />and the Redevelopment Agency find the Redevelopment Plan and the EIR <br />acceptable, it would be appropriate for the Agency to adopt a Resolution <br />approving the Redevelopment and Certifying the Final EIR. Following <br />this action by the Agency, the Agency can recess and the City Council <br />can consider a Resolution to certify the Final EIR; thereafter the Council <br />can consider adoption of an Ordinance adopting the Redevelopment Plan as <br />presented as the Official Redevelopment Plan for the area. <br />Chairperson Cisneros introduced RESOLUTION NO. 481, A Resolution of the <br />Redevelopment Agency for the City of Colton Approving the Redevelopment <br />Plan for the West Valley Redevelopment Project, and Certifying the Final <br />EIR on the Redevelopment Plan. <br />Moved by Member Huntoon, seconded by Member Rehrer, to approve Resolutio <br />No. 481. Unanimous vote. <br />(. t <br />AGENCY RECESS: The Agency recessed at 8:20 p.m. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Resolution No. R-106-86. Unanimous vote. <br />RESOLUTION NO. R-106-86 - <br />um -'e, <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON CERTIFYING AS TO ITS REVIEW OF THE <br />FINAL ENVIRONMENTAL IMPACT REPORT FOR THE RE- <br />DEVELOPMENT PLAN FOR THE WEST VALLEY REDEVEL- <br />OPMENT PROJECT AND MAKING CERTAIN FINDINGS. <br />
